The Ministry of Culture, Sports and Tourism ( MCST ; Korean :   문화체육관광부 ) is a central government agency of South Korea responsible for the areas of tourism, culture, art, religion, and sports. It has two vice ministers, three assistant ministers, one commission, and over 60 divisions. The first Minister of Culture was novelist Lee O-young . [2]

Subsidiary entities such as the National Museum , the National Theater , and the National Library are under the Ministry.

The headquarters are located in the Sejong Government Complex in Sejong City . [3] The headquarters were previously in Jongno District , Seoul . [4]

The Ministry of Culture and Tourism was originally a sub-organization of the Ministry of Education created in 1948. Later, the Ministry of Transportation set up a tourism department. The Ministry of Information was set up in 1961 for administration of art and cultural affairs. The Ministry of Culture and Information became the Ministry of Culture in 1990. [5]

In 1993, the Ministry of Culture was integrated with the Ministry of Youth and Sports to become the Ministry of Culture and Sports. In 1998, as part of government reorganization efforts, the Ministry of Culture and Sports was replaced by the Ministry of Culture and Tourism. It was created to invest in and support the entertainment industry, as Korea needed new areas of growth in the wake of the Asian financial crisis in the 1990s. [6]

President Kim Dae Jung put forth industrial policies supporting entertainment with the same regard as traditional industrial sectors such as manufacturing. Investments were made in both infrastructure and technology to support K-pop, including concert halls and visual effects technology. In addition, government regulation of karaoke bars favored K-pop. [7] The government believes that promoting Korean pop culture would improve people's view of the country and help with business and tourism. [8]

The Ministry developed the Korea Open Government License (KOGL), a copyright license that allows for the use and distribution of public materials. [9]

In 2012 the Ministry established an advisory committee on how to sustain the Korean wave ( Hallyu ) . [8] In 2013, the Ministry allocated 319 billion won (US$280 million) to support Hallyu . [10]

The ministry has justified its Hallyu budget by linking it to Korea's " export-led economic development ". In 2012 it estimated that the Korean wave was worth US$83.2 billion, of which US$5.26 billion was attributable to K-pop. [10]

Some in the K-pop industry have criticized the ministry for not directly supporting K-pop while fattening related industries such as Hangul , K-drama , Korean food , fashion, sports, and traditional folk music. These interest groups that have been lobbying the government for inclusion in the Hallyu budget. [10]

The Korean Culture and Information Service is a department of the MCST that aims to bring Korean culture closer to the rest of the world while improving the national image of Korea. It is also responsible for setting up more than 20 Korean Cultural Centers around the world. [11]

South Korea determined to become tourism powerhouse

SEOUL – South Korea’s Ministry of Culture, Sports and Tourism is going all out to make the country another Asian tourism powerhouse and create a more enjoyable tourism environment for domestic holidaymakers.

In a press briefing in Seoul on Dec 8, Second Vice-Minister of Culture, Sports and Tourism Jang Mi-ran expressed high hopes to turn South Korea into an appealing destination for both foreigners and locals, and exceed pre-pandemic visitor levels in 2024.

“I engaged in various tourism-related meetings with local governments, agencies and firms to gather perspectives from industry professionals, but there were not a lot of unique or special tourism products or festivals,” Ms Jang said in a briefing at the Seoul Government Complex in Jongno-gu, central Seoul.

“It is important to create tourism products that are appealing to locals and approved by them. We are recommending or introducing things if we like them first. I personally feel this applies to tourism as well,” the Vice-Minister told The Korea Herald.

Ms Jang said tourism major students who share their individual travel experiences on various social media platforms can offer realistic suggestions and showcase the charms of their home towns, as well as areas of improvement. She added that she wanted to spend more time with such students to understand the local tourism landscape.

She also emphasised the importance of creating a safer tourism environment for global and domestic visitors.

The Ministry of Culture, Sports and Tourism is set to organise a public participatory inspection team to root out rip-offs and discriminatory pricing. A separate team will be launched to deal with such cases and assist visitors who file complaints.

The ministry has decided to increase the number of K-tourism roadshows – which are promotional events held overseas to showcase South Korea’s traditional and contemporary cultures – from 15 to 25 in 2024.

Chinese tourists will continue to be exempt from visa fees. This was temporarily applied to Chinese travellers from September to December, and will be extended to 2024. Vietnam, the Philippines and Indonesia will be included in the list of exempt countries.

According to Ms Jang, travel-friendly services – such as a foreigner-exclusive mobile app for train, bus and taxi services, and an English-language navigation app – will be made available in 2024.

To quench tourists’ thirst for Korean content-related events, beauty festivals, K-pop shows, food fairs, e-sports experiences and medical tourism packages, as well as meetings, incentives, conferences and exhibitions tourism packages, will be expanded as well.

“We hope to attract 20 million global visitors to Korea in 2024, and exceed the pre-pandemic number of foreign travellers from 2019. We will also make the utmost effort to collaborate with local governments and tourism-related firms to support mass tourism,” she said.

In 2022, South Korea welcomed approximately 3.2 million inbound visitors, according to the Korea Tourism Organisation. Just before the Covid-19 pandemic, the country had a record 17.5 million inbound tourists in 2019. THE KOREA HERALD/ASIAN NEWS NETWORK

2024 Global Hallyu Survey by the Ministry of Culture, Sports and Tourism reveal the most popular K-Pop artists globally

Recently, the Ministry of Culture, Sports and Tourism of South Korea conducted a survey titled the 2024 Global Hallyu Survey to get an insight into the widespread influence of K-culture content across the globe. The survey targeted residents in 26 countries from ages 15 to 59 who have experienced Korean culture content. The survey focused on individuals from different regions, ensuring a comprehensive understanding of Hallyu, or the Korean Wave, and its impact.

The regions and countries included in the survey are:

  • Asia-Pacific (10 countries) : China, Japan, Taiwan, Thailand, Indonesia, Malaysia, India, Vietnam, Kazakhstan, and Australia.
  • Americas (5 countries) : United States, Canada, Mexico, Brazil, and Argentina.
  • Europe (7 countries) : United Kingdom, France, Germany, Italy, Spain, Russia, and Türkiye.

Ministry of Culture, Sports and Tourism of Korea

Founded in 2008, the Ministry of Culture, Sports and Tourism of Korea is the government ministry responsible for the development and promotion of culture, arts, sports and tourism in Korea. While the ministry does not directly oversee higher education in Korea, it does play a role in supporting cultural and sports-related activities and programs within universities and other higher education institutions. The ministry provides funding and support for cultural and sports events and programs that are hosted by universities, as well as for research and development projects related to culture, arts, sports and tourism. It also works with universities and other institutions to promote the development of cultural and sports-related industries and to foster collaborations and partnerships between academia and industry in these fields. The ministry also oversees the Korea Sports Promotion Foundation and the Korean Culture and Arts Foundation, both of which provide funding and support for cultural and sports-related programs and projects. In addition to supporting cultural and sports-related activities in higher education, the Ministry of Culture, Sports and Tourism also plays an important role in promoting Korean culture and tourism globally. The ministry works to promote Korean culture and arts through various international events and initiatives and to attract tourists from around the world to visit Korea. Ministry of Culture, Sports and Tourism of Korea Partnership

In June 2020, the V&A announced a landmark partnership with the Ministry of Culture, Sports and Tourism of Korea. The five-year partnership and a major grant will enable the redevelopment of the museum's Korean Gallery, as well as support an expansion in future programming dedicated to contemporary Korean culture.

V&A curator Dr Rosalie Kim will lead the research and development plans to improve the current Korean Gallery with a new curatorial narrative, rarely-seen objects, recent acquisitions and new display cases.

Plans for the next five years also include additional resources to raise awareness of Korean culture across the museum's programming, including an Artist in Residency, a series of publications, and new learning programmes, such as conferences and family activities. Leading creatives from Korea will also have the opportunity to showcase their work to our audiences through existing and popular events including Fashion in Motion and Friday Late.

This project represents one of our most ambitious international partnerships to date. This landmark initiative enables us to celebrate the diversity of our collections, foster international dialogue and exchange, and introduce new audiences to Korean cultural history.

Our collections

We have collected art and design objects from Korea since 1888 and opened the Korean Gallery in 1992 – the first permanent gallery devoted to Korean art in London. Spanning 4 AD to the present day, the collection encompasses ceramics, embroidery, lacquerware, metalwork, fashion, graphic design and digital art. Among the displayed objects are a royal embroidered folding screen, sumptuous inlaid celadon bottles and metalwork, contemporary hanbok fashion, craft and design, and Park Young Sook's monumental vessel Moon Jar. Korean ceramics, both historical and contemporary, also feature prominently in the ceramics galleries.

Korea at the V&A

The V&A has been displaying Korean art since 1914, beginning with the exhibition of Aubrey Le Blond's famed collection of ceramics. In 1918, his loan to the Museum was transformed into a gift in recognition of the newly published V&A catalogue dedicated to his collection. In 1961, the V&A inaugurated The National Art Treasures of Korea – the first exhibition of its kind to be held in Europe. Organised by Dr. Kim Jae-Won, the first Director of the National Museum of Korea (1909 – 1990), and coordinated by the British connoisseur of Korean art Godfrey St. G. M. Gompertz (1904 – 1992), the seminal show offered an impressive display of 152 works representing the finest achievements of Korean art. More recently, the V&A presented Contemporary Korean Ceramics from May 2017 to February 2018 – a display highlighting the rich diversity of contemporary studio ceramic practices in Korea.

A variety of activities and public programmes have taken place at the V&A, showcasing traditional and contemporary Korean culture. In 2013, a Friday Late on the theme of Ogam (five senses) explored the dynamic Korean contemporary art and design scene, where tradition, pop-culture and technological innovation collide and cross-pollinate. The following year, the Museum celebrated the Mid-Autumn Festival with a large Chuseok Korean Family Day. This free event offered a wide range of activities and performances for families to engage with, including traditional Korean costume, storytelling, musical performances, family games and a drop-in design activity. Since then, Chuseok costume and storytelling family events are regularly held at the Museum.

The V&A welcomed Kang Yiyun as the Samsung Korean Digital Artist in Residence in 2015/16, followed by Korean ceramic artist Kim Juree and British artist Neil Brownsword who shared the Artist in Residence in 2017/18 as part of the UK/Korea season. During the same season, the Museum also collaborated with the Korean Craft and Design Foundation on a two-week professional development programme for emerging Korean jewellery designers.

The V&A has partnered with the Korea Foundation on their Global Challengers Programme since 2013, inviting every year a young Korean graduate or professional for an internship at the Museum to gain experience working with its Korean collection.

The Ministry of Culture, Sports and Tourism ruled in favor of badminton gold medalist Ahn Se-young.

Immediately after winning the gold medal at the Paris Olympics, Ahn Se-young drew attention by making a lot of remarks to the Badminton Association. The Ministry of Culture, Sports and Tourism expressed sympathy for the various issues raised by Ahn Se-young and expressed its willingness to improve them actively.

The Ministry of Culture, Sports and Tourism held an interim briefing on the Badminton Association investigation at the annex of the Government Complex Seoul on the 10th.

So far, 22 out of 48 members of the national team have been heard, and the final results of the survey will be announced later this month.

The investigation was launched after Ahn Se-young (22, Samsung Life Insurance), a gold medalist at the 2024 Paris Olympics, made a determined statement on the overall operation of the association and the national team.

At the briefing, the Ministry of Culture, Sports and Tourism said it would push for the abolition of the association's rules restricting non-national athletes from participating in international competitions.

The association's regulations stipulate that non-national athletes can only participate in international competitions approved by the Badminton World Federation (BWF) if they meet standards such as national team duration (5 years) and age (27 years for women and 28 years for men).

Among the 44 Olympic and Asian Games events in Korea, badminton is the only country that restricts non-national athletes from participating in international competitions.

It also recommended the immediate abolition of the association's regulations that stipulate the obedience of national team players.

Regarding the regulations restricting the contract period and down payment and annual salary of new unemployed players, "It is an unreasonable system that downgrades the player's salary and meets the interests of the unemployment team. We will support you to come up with an alternative as soon as possible," he said.

The Ministry of Culture, Sports and Tourism is drawing attention by mentioning the possibility of applying embezzlement and breach of trust to Chairman Kim's alleged "payback" such as breach of trust and misappropriation of sponsored goods.

Last year, the association received about 150 million won worth of sponsored goods as paybacks through oral contracts in the process of purchasing shuttlecocks as a government-supported project. This year, they have signed a written contract to receive goods worth 140 million won.

The Ministry of Culture, Sports and Tourism pointed out that the association distributed the sponsored items received without official procedures, adding, "Last year, the chairman of the public offering project arbitrarily allocated regional supplies, and 40 million won worth of supplies were allocated to the Taean County Badminton Association, which belongs to the chairman."

The Ministry of Culture, Sports and Tourism said, "The current situation alone violates the Subsidy Management Act and also violates the association's regulations on the management of donated and sponsored goods," adding, "There is a possibility of embezzlement or breach of trust." As the case against the chairman has already been filed with the investigative agency, we will provide it as a reference for the investigation as soon as further investigation is completed, he said.

The Ministry of Culture, Sports and Tourism judged that the purchase of goods worth a total of 2.6 billion won through private contracts with sponsors between 2022-2024 was also a violation of the subsidy law.

It was also confirmed that the auditor of the association paid about 16 million won to the accounting firm, which serves as the CEO, in the name of bookkeeping and tax adjustment.

The Ministry of Culture, Sports and Tourism said, "The guidelines for operation and management of national subsidies stipulate that employees cannot do business with companies operated by executives and employees," adding, "We will take measures such as canceling the decision to grant, ordering the return of subsidies, and imposing sanctions on violations of the subsidy law."

It was also pointed out that the association excessively restricted personal sponsorship but did not properly deliver bonuses received from sponsors to players.

The association's regulations stipulate that "when training and participating in competitions as a national team member, the association's designated uniforms and competitive supplies are used."

Badminton and boxing are the only events in the Olympic and Asian Games that force the use of sponsor items, such as racquets and shoes that are directly related to performance.

The Ministry of Culture, Sports and Tourism said, "In February last year, the board of directors of the association expressed the opinion that shoes need to be excluded, but it was decided as it is because the chairman opposed it," adding, "It is necessary to respect the player's right to decide on goods that are directly related to performance." We are in talks with the association's sponsor for rapid improvement," he said.

The Ministry of Culture, Sports and Tourism is also looking into whether the bonuses paid to the association by sponsors in the event of excellent performances at international competitions have been well delivered to the players.

In addition to government-subsidized projects, problems were revealed in the association's overall operation.

The association's regulations stipulate that "executives cannot be paid and cannot influence them to sponsor or sponsor certain corporations for their unfair interests," but some executives received 10% of the bid as incentives (success pay) for contributing to attracting sponsors.

Two executives pocketed 68 million won for attracting a total of 680 million won during the four competitions the year before and last year, the survey showed.

Meanwhile, from 2021 to August this year, job performance expenses, meeting attendance allowances, and travel expenses paid to the association's executives' personal bank accounts totaled about 330 million won.

The Ministry of Culture, Sports and Tourism said, "We are currently figuring out the cost of airfare, food and lodging for executives to participate in overseas competitions," adding, "We will find out whether it is a lax operation and non-essential allowance."

South Korea: Ministry of Culture and Tourism will maintain artistic collaborations with 9 countries

Collaborative works of culture and arts involving artists from Korean and nine other countries will perform for audiences both at home and abroad. The Ministry of Culture, Sports and Tourism announced the project 2024 Korea Round Culture in cooperation with the Korean Foundation for International Cultural Exchange. Launched last year, this venture aims to support collaboration between artists from Korea and abroad through cooperation with foreign missions in Korea and Korean Cultural Centers abroad, and thus promote the country as well.

This year’s edition will search for and support 12 projects through cooperation with the U.S., Canada, Italy, Thailand, Turkiye (Turkey), Ukraine, Brazil, Singapore and China. The presented works will combine Korea’s unique culture with that of each participating country in fields such as performing arts, exhibitions and literature. Canada and Italy, two countries marking the Year of Cultural Exchange 2024-25 with Korea, will hold events in Korea to expand bilateral exchanges.

Next month will see the dance performance “Body” by Canadian artists and the play “The Little Tiger for Korea” in a production with Thailand. The schedule for October includes the joint concert “Korea-Italy Jazz Exchange” and the Odessa Philharmonic Orchestra and pianist Kim Jun Hee in collaboration with Ukraine. Select events will be performed in the partner countries.

“Overseas demand is rising for collaborations with Korean artists,” Deputy Minister of Culture, Sports and Tourism Choi Bo-keun said. “We will actively support creative works to make a virtuous cycle to help them advance abroad.”
