On Arrival & Prepaid Rules

If you are from a country that qualifies for the UAE visa on arrival, the following are the updates you need to know.

14 Days visa on arrival (Paid)

If you have Indian and you hold a valid green card/ visit visa to the USA or a UK/EU residence visa, you qualify for the 14 Days visa on arrival at the cost of 120 AED. The visa allows you to stay in UAE for 14 days, which is not renewable.

30 Days visa on arrival (Free)

You can get the 30 Days visa on arrival if you have a passport from any of the below countries;

Andorra, Australia, Brunei, Canada, China, Hong Kong, China, Japan, Kazakhstan, Macau, China, Malaysia, Mauritius, Monaco, New Zealand, Republic of Ireland, San Marino, Singapore, Ukraine, United Kingdom and Northern Ireland, United States of America, Vatican City.

You will get your passport stamped at the immigration office and be allowed to enter UAE for 30 days free.

90 Days visa on arrival (Free)

If you have a passport from Belgium, Cyprus, Denmark, Germany, Italy, etc., you qualify for the 90 Days visa on arrival.

180 Days visa on arrival (Free)

The UAE 180 Days visa on arrival is reserved for Mexican passport holders.

GCC Countries

If you have a passport from any  GCC country , you don't require a passport to enter UAE. You are required to present your GCC country passport or national ID card at the point of entry into the UAE, and you will be allowed to enter UAE.

PrePaid Visa Rules

Those who don't qualify for the UAE visa on arrival and would like to visit the UAE are required to get an entry permit before arriving in the UAE. You will require someone to sponsor your UAE visit visa to be approved. Other requirements are a valid passport for at least 6 months and a confirmed return flight.

If you have these, it is easy to process UAE visit visa, which will allow you to enter UAE. If you are in transit, you can get a UAE transit visa, enabling you to stay for hours. However, if you are on transit through Abu Dhabi and choose to explore the city, you need to have a tourist visa.

Extension Rules for Visa

You can extend the visit visa twice for 30 days each time without exiting the country. For the visa on arrival, only those who qualify for the 30 days visa on arrival can  extend their visa  once.

Exiting the country is unnecessary because you can extend the visa inside the country. It is ideal if you want to stay more days in UAE. You will save on money and time.

If you are planning a long stay or coming to look for a job, and you have found it, you should consider a visa change. It is the best choice as you will be allowed to stay in UAE for a long period. You can change the visa without exiting the country.

Golden Visa Rule

The  golden visa  allows one to stay outside UAE. You don't have to worry about your UAE residency visa because a golden visa allows you to stay outside UAE as long as you want.

Previously, if you say for more than six months outside UAE, you would lose your residency visa, but that is not the case with a golden visa.

Overstating on Visit Visa/Residence Visa Rules

If you entered UAE on a visit visa looking for a job and have secured it, you are required to change your visa to a Residence or Employment visa.

It is illegal to work in UAE while in the country using a visit visa. You can change the visa without exiting the country.

When you are issued a UAE visit visa, it indicates the number of days you can stay in the UAE. If you stay behold those days, you are considered to have overstayed in UAE, and you get fined. The fines are charged as follows.'

If your UAE residence visa is canceled, the Ministry of Labor & Immigration allows you to stay only 30 days after canceling. You can get a new visa or leave the country during this time.

After the 30 days grace period, you will be fined for overstaying. The fines are as follows;

  • AED 125 for the first day
  • AED 25 for each subsequent day.
  • AED 50 per day after six months of overstaying
  • AED 100 per day after one year of overstaying

1. UAE Visit VISA/Tourist Visa Holders:

The 30 days on arrival visa and UAE visit visa holders get a grace period of 10 days after their visa expires. During this grace period, you can extend your visa, change your visa or leave the country. When you overstay, behold the grace period, you will get fined, as mentioned above.

2. Residence Visa/Employment Visa Holders

If you are made redundant, you lose your residence or employment visa. The UAE government allows a grace period of 30 days to leave the country or look for another job.

Currently, the authorities allow a grace period of three to six months to stay in UAE after losing your job. You get a humble time to search for another job. The government aims to retain talent in the country.

The New UAE Visa Amnesty Scheme 2024 Explained

The UAE Federal Authority for Identity, Citizenships, Customs and Port Security (ICP) has announced a two-month visa amnesty period, from 1st September to 31st October 2024, for expats with expired visas and overstay fines to fix their status or leave the country without financial backlash.

UAE Visa Amnesty Scheme

The UAE visa amnesty scheme was announced to provide violators with a new opportunity to regularize their residency status following the law, transfer to a new sponsor, or leave the country without facing penalties and fines.

The Visa Amnesty is most likely to result in two outcomes:

  • Depart the UAE: Any penalties regarding their illegality will be dropped, but a two-year entrance restriction will be enforced.
  • Stay in the UAE: This requires regularization of their residency status, and applicants will be entitled to a six-month visa, which grants them time to be employed and registered with the Ministry of Human Resources and Emiratization (MOHRE) .

The scheme can be applied by completing the process (less than 15 minutes) in the Amnesty tents that have been set up in Abu Dhabi and Dubai, requiring prior contact with their emirate’s primary immigration department (your original point of entry).

The Need for Visa Amnesty

Visa Amnesty is offered to those who overstayed in the country, violating their residence visa rules as described below.

Residence Visa Rules

The validity of a residence visa in the UAE varies based on type and sponsor.

  • Tourist visa: 30-day single entry or 90-day multiple entry
  • Visit visa: 30 or 90 days, extendable
  • Work visa: 2 to 3 years
  • Student visa: 1 year
  • Retirement visa: 5 years, renewable
  • Investor visa: 3 years, renewable
  • Golden visa: 5 to 10 years, renewable

Those who fail to leave the country or renew their visas before the expiry date have to pay fines of AED 50 a day. Expats who wish to renew their visa are given a six-month grace period after their original residency visa is canceled or expired.

Reasons for Violation of Residence Visa Rules

From job loss to fraudulent employers, there are a couple of reasons for a violation of residence visa rules.

When expats lose their jobs in the UAE, they typically have a grace period (usually 30 days) to find new employment or leave the country. However, several factors can complicate this:

  • The job market may be challenging, making it difficult to secure new employment quickly
  • Financial constraints may prevent immediate departure
  • Personal or family commitments might make leaving abruptly difficult

As some UAE visitors make alternative arrangements to exit the country before the end of their visit visa duration, travel agencies have started introducing special visa change packages.

The move comes after revised rules — which reportedly came into effect earlier this week — discontinued the option that allowed UAE visit visa holders to extend their stay from within the country, according to travel agencies.

Here are some of the packages that are now on offer:

Exit by bus: From Dh599 to Dh850

Online travel agency Musafir.com is offering a visa change package by bus for Dh799.

Ajwah Tours is offering visitors the option to change visa status by bus. The company is offering a 30-day visa starting at Dh599 and a 60-day visa for Dh799. However, GM Malik Bedekar said buses are running at full capacity.

“There is immense demand for buses. Right now, all my bookings are full till the end of this month. Also, this option is only available for those holding passports of India, Philippines, Nepal and Sri Lanka. Those of Pakistani nationality and hailing from the African continent are not permitted to exit by bus," Bedekar said.

At another agency, Anisha Tours and Travels, visa renewal by exiting the country via bus to Oman will cost Dh850. “However, we are giving this option only to those who need to exit urgently as buses are running almost completely full till the end of this month,” said Anish Mukil, who works at the agency.

Airport-to-airport: From Dh999 to Dh1,999

Musafir.com offers an airport-to-airport visa change service for Dh1,100.

Whereas, Ajwah Tours is offering a 30-day visa that allows visitors to exit and re-enter the country, by air, starting from Dh999, and a 60-day visa starting from Dh1,999.

Visitors wish to travel to Oman by air can also choose a package offered by Anisha tours, which begins at Dh1,250.

Dubai-based Smart Travels is also offering similar packages to Oman on Flydubai flights for Dh1,050 for a 30-day visa, and Dh1,300 for 60-day visa.

Within the country: From Dh1,800 to Dh2,200

A spokesperson from Musafir.com says the agency is also offering a visit visa change from inside Dubai for a price of Dh1,800.

Anisha Tours and Travels is also giving visitors an option to renew their visas from within Dubai for Dh2,200.

Visitors must exit the country once their visa validity is over. According to industry experts, the rule on renewals was out in place to crack down on those who have been staying in the country indefinitely on visit visas.

The regulation to exit the country to change visit visa status has always been in place. It was during the Covid-19 pandemic that the UAE amended rules to allow for a visa status change from within the country due to humanitarian concerns.

Several other travel agencies in the country said they are expecting to release similar packages during the coming days.

Oman travel demand

Raheesh Babu, chief operating officer of online travel agency Musafir.com, noted that Oman has always been a popular winter destination to travel and the new visa change requirement has added to the demand.

“Oman has always been a popular destination to travel to during the winter with plenty of activities to explore, relax, and enjoy the weather. Before the Covid-19 pandemic, for UAE visa extension exiting the country via bus and travelling to Oman was a common practice. However, due to the pandemic, this was discontinued, but it has resumed this week. Hence, there is much demand for travel to Oman for visa extension.”

The mantra should be ‘follow, but do not succumb’. This careful balance is crucial for the sector's future in Dubai.

Role of banks

Compliance directly influences the role banks play in this sector. If Dubai manages compliance effectively, it can attract international bullion banks back to Dubai, which exited the market after 2011.

Some of these banks are global experts in the sector and present in this country and region for over a hundred years each, but what is the point in having sector-specific expertise and the so-called deep understanding of local markets and culture if they cannot support a sector that is so vital and contributes so much to the local economy?

UAE based banks also need to overcome their hesitation – they have stayed away far too long from this sector due to the perceived risks without making any concerted efforts to understand the industry and support their own economy.

Banks are in the business of managing risks, not avoiding them. Developing a robust bullion banking infrastructure in the UAE is essential – cost of compliance should not deter participation, which incidentally offers a highly remunerative business and can easily absorb all such costs, and more. It is all in the mind.

Role of industry

Market participants must adhere to all rules and guidelines in letter and spirit, ensuring fair trade practices. Key actions include:

  • Full disclosure of beneficial owners, group entities, source of wealth and funds.
  • Transparency in imports and their payments, with complete legal documentation and enhanced due diligence (including that for hand-carried items) as per laid down rules and global best practices.
  • Clear data handling policies explaining data ownership, usage, storage, and sharing.
  • Transparent pricing structures and fair competitive practices.
  • Employee welfare measures in addition to minimum stipulated under the UAE labor laws.

While Dubai has developed impressive physical infrastructure for this sector, it lacks a robust digital infrastructure that links to physical metals and stones.

Dubai needs a regulated digital platform for metals and stones trading and investment, backed by physical commodities, with B2B, B2C, and C2C applicability.

Such a platform requires significant investment, trust for market acceptance, proper governance, and regulatory oversight. It needs to be scalable too. This digital initiative could create a legacy for Dubai, enhancing its standing in the global metals and stones industry, offering high returns on investment, and aligning with D33’s goals.

For these reasons, it needs to be initiated by the government and not left to private market participants.
