Cycling, walking, public transport access and car-free options will be boosted by these projects in city and county

So-called Active Travel schemes aimed at making walking, cycling or mixing both with public transport for a more car-free life are being boosted by huge funding allocations across Cork City and County.

Minister for Transport Eamon Ryan TD today confirmed that the National Transport Authority (NTA) has allocated €290m in funds to Ireland’s local authorities to spend on walking and cycling infrastructure in 2023.

Of this, the second biggest allocation, €57m is being made available in 2023 towards the delivery of over 130 Active Travel schemes across Cork city and county.

And some of the big projects include:

  • Grange Road to Tramore Valley Park(N40 bridge) Active Travel Scheme - €4.5m
  • Marina Promenade Pedestrian and Cycle facilities - €1.6m
  • Ballinacurra - Midleton Pedestrian and Cycle Route (Phase 1 Balllyannan woods Car Park to Broderick St) - €3.4m
  • Carrigaline - Ringaskiddy and Passage (Phase 1 Rafeen to Passage) - €1.5m

Across the country, investment will fund approximately 1,200 Active Travel projects, contributing to the development of almost 1,000km of new and improved walking and cycling infrastructure across the country by 2025.

This includes the development of segregated cycle lanes and widened footpaths, new walking and cycling bridges, and new pedestrian crossings.

In total, the 2023 fund allocation for Active Travel will allow for the progression of 387 projects in the Greater Dublin Area, 250 across other regional cities and a further 502 projects across rural Ireland.

Minister for Transport Eamon Ryan TD said: “Continuous and substantial funding for active travel across the country is a key commitment in the Programme for Government and a cornerstone of our Transport Strategies."

"Last year, all of the money allocated was drawn down by local authorities and I am confident that the same will happen this year. This will mean that communities across the country will be better connected with safe and people-friendly corridors to visit friends, go to the shops, or cycle or walk to school, sports training or other activities.

The Minister said the greenways and walkways are not just for tourists or weekend leisure users.

"Of course, they serve that purpose really well, but first and foremost they are about local people and improving local life, connecting suburbs, local villages or townlands that have often become disconnected from one another because of busy and dangerous roads," he said.

"The benefits of this investment are immense, locally and nationally. Not only are we making our cities, towns and villages greener and more livable, we are also helping to reduce Ireland’s carbon emissions.

"In transport, we have a significant challenge to reduce our emissions by 50% by 2030. To achieve this, we have to encourage more people to choose sustainable ways of travelling. However, as we have seen already with the greenways, walk and cycle ways, once we build them, they become instantly popular and we don’t really have to do much to encourage people to make the sustainable switch.”

Funding of €29.1m for active travel projects in Cork city welcomed

Minister of State at the Department of Transport Jack Chambers, Minister for Transport Eamon Ryan, and Hugh Creegan, National Transport Authority deputy chief executive, cycling in Clontarf, Dublin, to announce new active travel funding for local authorities.

Funding announced for ‘active travel’ projects across Cork has been hailed by local representatives as “welcome investment” and “absolutely amazing”.

€29.1m will be allocated to Cork City Council, while €19m has been made available to Cork County Council, under the Active Travel Investment Programme for 2024.

Among the projects earmarked for funding are the Marina Promenade pedestrian-and-cycle facilities, which received €4.2m; €2m for the development of the Glanmire-to-city cycle route; and €3.3m to a number of projects within the Douglas area.

Commenting on the €2m for the development of the Glanmire-to-city cycle route, Independent councillor Ken O’Flynn said: “It’s a very welcome investment. It’s about connecting our city and giving people another option, rather than using their car or the bus service.

“I see this as a very, very positive thing for Glanmire, and I hope to see further, bigger investment in to our area over the years to come.” Labour local election candidate Peter Horgan said of the €3.3m investment in projects in the Douglas area: “This is a good investment for the area and will, hopefully, lead to more active travel use and less dependency on continuous car travel.”

Meanwhile, Fine Gael councillor Des Cahill said of the €4.2m for the improvement of the Marina Promenade pedestrian-and-cycle facilities: “It’s so well-used now, it’s going to be even more popular when it’s finished. I know the neighbourhood is happy.”

In the county, among the allocations were €1.1m towards the construction of the Bóthar Guidel Bridge and €2m towards the development of the Rafeen-to-Passage greenway, which Independent councillor Marcia D’Alton said is “absolutely amazing”.

“We’re waiting for it for so long. It’ll be the making of the town. It’s been this long-promised dream that we’d be able to cycle safely out to Carrigaline and Ringaskiddy."

Mayor of the County of Cork Frank O’Flynn acknowledged the support of the National Transport Authority (NTA), saying: “The allocation is affirmation of the NTA’s confidence in Cork County Council when delivering sustainable travel infrastructure.”

Overall, 78 projects across Cork City and county received funding.

Nationally, €290m was announced for 2024 as part of a €1bn investment since 2020, by Minister for Transport Eamon Ryan and Minister of State Jack Chambers, alongside NTA deputy CEO, Hugh Creegan, this week.

“A key commitment in the programme for government has been the dedication to making walking, cycling, and wheeling safer and much more accessible throughout the country,” Mr Ryan said.

“It’s great that, this year, we will hit the €1bn investment mark. We are seeing the impact of this continued and substantial investment in our towns, villages and cities, transforming where we live, making them much more attractive, safer and healthier.”

Section 38 - Proposed Installation of Traffic Calming & Active Travel Measures in Belgooly, Co. Cork

Pursuant to the provisions of Section 38 of the Road Traffic Act, 1994, Cork County Council hereby gives notice of its intention to introduce the following road works in Belgooly, Kinsale, Co. Cork;

  • installation of raised table uncontrolled pedestrian crossings;
  • installation of raised table controlled pedestrian crossings;
  • kerb re-alignment at junctions;
  • installation of new footpaths & widening of some existing footpaths; and
  • all associated works.

These proposed works are the first of a 3-phase programme in Belgooly village to install traffic calming & active travel measures throughout the village. Phase 1 has been approved and funding has been secured from the NTA (National Transport Authority). Phase 2 (Aghafantaun Bridge to up the National School) which will involve a solution to be agreed for the Aghafantaun Bridge, will need to be approved by the NTA before funding is secured and a separate Section 38 application will then proceed. Likewise Phase 3 will again involve a solution to be agreed for the narrow bridge to Riverbank Housing Estate before funding is secured and a separate Section 38 application will then proceed. Drawings and particulars of the proposed project are available for inspection:

and may be inspected during normal offices hours from 9am on Thursday 17th November until 5pm Friday 16th

Four active travel projects approved in Cork

Cork Cycling Campaign has welcomed the approval of four cycling projects by Cork City Council at a recent meeting, and has called on the council to deliver the active travel projects “in an expedited manner”.

At a council meeting this week, four active travel developments were approved through either the Part 8 Planning Process, or the Section 38 process which allows projects to be progressed in the interest of the safety and convenience of road users, reports Echolive.

The most significant of the four is the first phase of a cycling route between Glanmire and the city centre, which will see a two-way cycle track, segregated footpaths and a new cantilevered boardwalk developed on the 1.4km stretch of road between Glanmire Village and the Dunkettle/Tivoli Roundabout.

Other projects include improvements to pedestrian and cycling infrastructure on the Kinsale Road, and new cycle lanes at Innismore in Ballincollig, as well as through Maryborough Woods.

David Teixeira-Lynch, a member of Cork Cycling Campaign, said that they are pleased with the schemes that were approved, “all with seemingly positive amends from the consultation feedback”.

“It should now fall to the council to deliver these schemes in an expedited manner to continue to encourage the promised and committed modal shift in Cork that exists in the City Development Plan and Cork Metropolitan Area Transport Strategy,” he said.

However, he added that it is “extremely important to note” the schemes that have been shelved or deferred, such as a cycling scheme proposed for Ballincollig’s Leo Murphy Road which was deferred at Monday’s meeting due to queries about parking arrangements.

Mr Teixeira-Lynch said that the deferral was “extraordinarily disappointing” and that Cork Cycling Campaign would be striving to ensure it, along with other shelved projects, are brought forward as part of BusConnects plans.

Green Party councillor Dan Boyle praised progress in the city on developing cycling infrastructure, recalling a meeting of Cork Corporation less than 20 years ago where a motion to build any kind of cycleway in the city was defeated.

“We are now in the process of approving half a dozen motions or more that makes this council, and I think it is nip-and-tuck between ourselves and Dún Laoghaire-Rathdown Council, as being the most active in terms of active travel in the country,” he said.

Cork City Council intends to provide an Active Travel route to connect the Sarsfield Road with MTU.

Key benefits of the scheme include:

  • Provide a safe coherent, comfortable and attractive walking and cycling route;
  • Create an environment which will encourage modal shift to sustainable forms of transport for those living in the Wilton, Bishopstown and Togher areas;
  • Enhance connectivity for pedestrians and cyclists;
  • Provide a safe and high-quality route for commuters, education users and leisure enthusiasts;
  • Promote cycling and walking as leisure activities;
  • Improve quality of life for residents in the area;
  • Expand overall cycle network;
  • Reduce traffic volumes on the road network.

The aim of the scheme is to provide a safe high-quality link for pedestrian and cyclists from Sarsfield Road, Togher, Lehenaghmore areas to MTU.  Providing this safe access will encourage the shift towards walking and cycling for those attending MTU.  The scheme measures approximately 3km in length.

Cork City Council appointed a consultant led multi-disciplinary team to the scheme in Q3 2023 and the design of this infrastructure project in currently in progress. 

Construction is expected to commence in Q1 2025.
