Complete Guide: Batam/Bintan travel bubble & VTL (Sea) process

Aaron Wong

From 25 February, two-way quarantine-free travel will open to Batam & Bintan. Here's what you need to know.

The VTL (Sea) arrangement between Singapore and the Indonesian islands of Batam and Bintan will commence from 25 February 2022 , allowing fully vaccinated Singaporeans to visit and return without quarantine for the first time since COVID-19 began.

This is one of those rare instances where Singapore wasn’t the initiator- the Indonesian authorities had unilaterally opened up Batam and Bintan back on 24 January 2022. However, there was little point visiting when a 7-day SHN awaited you on return.

travel to bintan from singapore requirements

Once the VTL (Sea) arrangement commences, here’s what you’ll need to do to enjoy two-way quarantine-free travel.

Travel from Singapore to Batam/Bintan

Eligible travellers will be confined to the Nongsa Sensation (Batam) or Lagoi Bintan Resort (Bintan) area.

The Nonga Sensation bubble area consists of the Batam View Resort, Montigo Resort, Nongsa Point Marina Resort and Turi Beach Resort.

The Lagoi Bintan bubble area can be found below.

travel to bintan from singapore requirements

Eligibility for Travel

The quarantine-free arrangement applies to anyone who has spent the last 14 days in Singapore , regardless of nationality. Singapore citizens do not need visas to visit Indonesia, but other nationalities may need to apply for one.

Travellers must be fully vaccinated, with the final dose of their primary regime administered at least 14 days before departure. Indonesia accepts the Pfizer, Moderna, Sinovac and Sinopharm vaccines, among others , so anyone vaccinated in Singapore should have no issues.

Children aged below 12 are exempt from the vaccination requirement, when travelling with fully vaccinated parents.

Pre-departure PCR Test

Travellers must obtain a negative PCR test result taken within 72 hours of departure – these start from S$98 in Singapore , but Bintan Resort Ferries has partnered with Northeast Medical Group to offer a special rate of S$95.

From what I can find so far, testing is required for travellers of all ages.

Travel Insurance Requirement

Travellers must purchase travel insurance with coverage for COVID-19 related medical expenses.

The Indonesia Tourism Board states that the minimum coverage is S$30,000, but Bintan Resort Ferries states the minimum coverage is US$25,000 (~S$34,000). On the balance, I’d tend to believe that S$30,000 is the right figure.

For a list of travel insurance policies that cover COVID-19, refer to the article below.

Which travel insurance policies provide COVID-19 coverage?

Book Hotel Package

Travellers are required to book a “travel bubble package” with participating hotels in the Nongsa Sensation or Lagoi Bintan Resort area.

These typically include accommodation, transfers, as well as an on-arrival tests in Batam/Bintan and pre-departure PCR test when returning to Singapore (while Singapore accepts both ART and PCR results, the cost of a PCR test in Indonesia is relatively low at ~S$30 so it doesn’t matter that much).

travel to bintan from singapore requirements

Bookings for Batam can be made here at the four participating resorts. For example, this package by Batam View Beach Resort comes with:

  • 2 nights’ accommodation based on Deluxe Room
  • 2 buffet/ Set Breakfast at Kelong Seafood Sunset Bistro
  • Buffet/ Set Dinner at Kelong Seafood Sunset Bistro
  • 2-way Ferry Transfers from Tanah Merah Ferry Terminal to Nongsa Ferry Terminal.
  • 2-way land transfers Batam View to Nongsapura Ferry Terminal.
  • 2 x PCR/ART test at Nongsapura Ferry Terminal upon arrival and before departure
  • Travel Insurance with Covid-19 coverage value of S$30,000

That covers everything you’ll need, even ferry tickets and travel insurance.

It’s slightly more complicated for Bintan, since there isn’t a centralised booking portal. A quick search didn’t find any hotels offering travel bubble packages, but I suppose if you email them they’ll be able to provide more details.

  • PeduliLindungi app

travel to bintan from singapore requirements

PeduliLindungi ( Android | iOS ) is Indonesia’s contact tracing app. It displays your vaccination status, test results, and lets you scan QR codes to check-in.

Travellers will need to download the app and register their trip before departure. A guide to the process can be found here.

Buy Ferry Tickets

Eligible travellers from Singapore can enter Batam and Bintan via the following ferry terminals:

  • Batam:  Nongsapura International Ferry Terminal
  • Bintan: Bandar Bentan Telani Ferry Terminal (schedule)

Batam Fast will operate the ferries to/from Batam, while Bintan Resort Ferries will operate the ferries to/from Bintan.

I was having trouble finding the schedule for Batam (inventory does not appear to be loaded yet), but here’s the schedule for Bintan:

Ferry schedules are closely synced to hotel check-in/check-out times, so you won’t have to worry about early check-in or late check-out.

Travel process

I was only able to find the detailed process for arrivals in Bintan , but my guess is that Batam should be largely similar.

Departing Singapore

When checking in at the Bintan Resorts Ferries counter at Tanah Merah Ferry Terminal (TMFT), travellers must present the following documents:

  • Negative PCR test taken within 72 hours of departure
  • Proof of full vaccination
  • Valid entry visa (not required for Singaporeans)
  • Insurance coverage for S$30,000 per person
  • Hotel booking confirmation

On arrival in Bintan

On arrival in Bintan, travellers will:

  • Use PeduliLindungi app to scan the QR code and check-in on arrival at the ferry terminal
  • Take on-arrival PCR test
  • Collect Blue Pass Token
  • Go through immigration
  • Proceed to the hotel by dedicated transportation and isolate while waiting for the PCR result

With regards to (2), a S$30 fee for the on-arrival PCR test will be collected at the time of booking your ferry ticket, so you don’t need to worry about paying for it separately.

travel to bintan from singapore requirements

With regards to (3), a S$20 refundable deposit for the Blue Pass contact tracing device will have been collected at the time of ticketing. The device will be issued to you on arrival in Bintan, and must be carried by every individual 12 years and older. The S$20 will be refunded when the Blue Pass is returned upon departure from Bintan.

The results of the on-arrival PCR test result should be available within 90 minutes.

If a negative result is received, travellers may leave their room and begin their holiday.

If a positive result is received:

  • travellers who are asymptomatic will be taken to Bintan Service Apartment to self-isolate
  • travellers who are symptomatic will be sent to a designated hospital or returned to Singapore by medical evacuation

What can you do in the travel bubble area?

While in the travel bubble area, tourists will be required to do the following:

  • Only allowed to interact with tourists or parties who are in one travel bubble area;
  • Only allowed to carry out activities in the zone that has been determined in accordance with the itinerary that has been set;
  • Reporting to health workers in the travel bubble area when experiencing symptoms related to COVID-19 to be tested for COVID-19 by RT-PCR examination;and
  • Comply with the mechanism of close contact tracing, isolation and quarantine applicable in Indonesia if a positive case of COVID-19 is found in the relevant travel bubble area.

Travellers are also required to use a 3-ply mask or medical mask, change their masks every four hours, wash their hands regularly, maintain a 1.5 metre distance from other people, and use the PeduliLindung application for contact tracing.

Travel from Batam/Bintan to Singapore

The VTL (Sea) requirements are more or less identical to those for VTL (Air) travel, namely:

You don’t need to worry about finding a place to take your pre-departure ART/PCR test, because the hotel will make arrangements. The cost of the test (S$30 for PCR) should be included in your travel bubble package already.

After arriving in Singapore, travellers must take a supervised ART at any QTC/CTC within 24 hours of arrival, and isolate until they receive a negative result (this means getting your swab done should be first priority).

Recently-recovered travellers may be exempt from the testing regime, provided they can present supporting documentation.

Overall testing regime

Here’s how much testing is expected to cost for round-trip ferry travel between Singapore and Batam/Bintan.

For those looking at a short stay, your on-arrival PCR test could potentially be used to satisfy the pre-departure test requirement for return to Singapore, subject to it meeting these conditions.

travel to bintan from singapore requirements

Two-way quarantine-free travel to Batam and Bintan will be possible once more from 25 February 2022, although travellers will need to pay at least S$170 in testing costs, on top of ferry tickets and accommodation.

It remains to be seen if tourists (especially the more price-sensitive Batam segment) will bite, though we have to start somewhere I guess.

Is anyone planning a Batam/Bintan trip?

It’s so troublesome that people with mental illness go.

Roger

Wow this is way too troublesome for a holiday. Maybe if you are going for a month it’s okay but for a typical short holiday, it’s real hard work.

Thanks for the detailed summary really useful!

Aaron Wong

Yeah, I can’t see weekend trips happening as is, but baby steps…

Talip Ali

Stupid bubble arrangement, only allow to move within nongsa…Best place and cheap are around Nagoya, Harborbay, Batam Center!!! Nongsa have nothing to enjoy for local foods and also for a place for Richest people. i prefer quarantine 3days (1st March) to batam center, ejoy holiday, seafoods & clubbing!!! Pacific & Ravetop Clubs open till 3/4am every weekend…

AKKS

I am in total agreement here. Some like myself have families in Batam/Indonesia and it’s been a long absence already. We too contribute to the economy when visiting our family in Batam.

Indonesia govt. care about Nongsa economy not batam because Nongsa Hotels and Resorts own by “Big Shot” people. Just hope and pray probably they will open fully non-quarantine in April so you can visit your families in batam.

CCY

Do we have to buy specific bubble packages or can we use our points/certs for a booking (ie Marriot Bonvoy @ Natra Bintan)? Guessing it’s the former…

JW19

Suddenly taking a bus to JB through land VTL for weekend trips seems trivial in comparison. At least in JB you could roam wherever Malaysians go and not in some inflated bubble.

Dr C Madurai

Can’t do so many PCR tests.

Forget dreaming about resuming business in Bintan / Batam

Sdu

If we hv to stay in some lousy hotel after paying so much Spore is 100 times better. If Indo really wants to open why confine ppl to hotels. Pretty stupid. No way go n stay at some place. THUS IS TRYING TO MAKE MONEY IN A SILLY STUPID WAY. SPOREANS .LETS STAY IN SPORE HOTELS. At least you can move. Indo👎👎👎👎👎Batam. Keep your VTL bubble and your hotels.

Jay..Baker

Authorities probably not even sure who their target audience are.

Doesn’t appeal to short holiday stayers due to the number of tests.

Doesn’t appeal to bargain hunters due to the cost.

Doesn’t appeal to the middle-affluent class where their homes are nicer than the resorts/rooms.

Not sure who will sacrifice absolute freedom in Singapore to restriction to the equivalent of Mandai forestation.

Maybe will appeal to the uncles with mistresses and family on the island.

They should scrapped all testing and allow all fully vaccinated Singapore visitors unlimited access on the islands. Any damage would be limited anyway.

Ming

This is funny cause they only allowed tourist interact with other tourist, for those who want to meet their family in Batam or Bintan can’t use this bubble thingy

ekinchow

So can go matress run with 4 point?

John

Just heard from ferry company that they have received information that the Indonesian Embassy is not issuing Entry Visa to all other passport holders (than Singapore Citizen) as of now).

Low

If I take a ferry from SG to Batam, can I take a domestic flight to Jakarta?

Urgent

Is the zone restriction still valid? Or have they removed that?

SINGAPORE: Singapore will launch vaccinated travel lane (VTL) arrangements via sea from Batam and Bintan in Indonesia from Feb 25, as part of efforts to gradually restore transport connectivity.

Applications for the vaccinated travel pass will open at 10am on Feb 22, the Maritime and Port Authority of Singapore (MPA) said in a press release on Wednesday (Feb 16).

At the moment, Indonesia allows travellers from Singapore to travel under its travel bubble to Nongsapura International Ferry Terminal (NIFT) in Batam and Bandar Bintan Telani Ferry Terminal (BBTFT) in Bintan, without the need for quarantine.

For a start, up to 350 travellers from Batam and another 350 from Bintan will be allowed to travel weekly under the VTLs to Singapore’s Tanah Merah Ferry Terminal.

The designated ferry services between the three terminals will be operated by regional ferry operators - Batam Fast and Bintan Resort Ferries.

Those entering Singapore under this VTL sea arrangement must be fully vaccinated and able to produce a physical or digital proof of vaccination recognised by Singapore authorities.

Travellers will also have to take two COVID-19 tests. The first is a pre-departure test which must be a polymerase chain reaction test or a professionally administered antigen rapid test (ART) within two days of departure and obtain a negative test result.

Upon arrival in Singapore, travellers will have to take a supervised ART test at quick test centres or combined test centres within 24 hours, and remain self-isolated until their test result is confirmed to be negative.

These travel requirements are aligned with prevailing requirements for travel under the existing VTL air arrangements, said MPA.

Additional entry rules for short-term visitors.

The MPA also announced additional entry requirements for short-term visitors, who  will need to apply for a sea vaccinated travel pass to enter Singapore under the newly-announced VTLs.

Short-term visitors who require a visa for travel to Singapore must separately obtain a visa.

"These travellers are advised to apply for their visa after receiving their vaccinated travel pass (sea) approval and before departing for Singapore," MPA said.

In addition, they must also purchase travel insurance plans that have a minimum coverage of S$30,000 for COVID-19 related medical treatment and hospitalisation costs prior travelling to Singapore, as well as use the TraceTogether app in Singapore to facilitate contact tracing.

Other requirements include the need for these travellers to show proof of a hotel booking confirmation and payment for their time in Singapore and present a return ferry ticket that corresponds with the duration of their hotel stay here.

Singapore citizens, permanent residents, long-term pass holders and children aged 12 years and below who are fully vaccinated do not need to apply for a vaccinated travel pass to enter Singapore under the VTL sea arrangements.

MPA said details of the VTL travel requirements and applications for the vaccinated travel pass will be available online  from Feb 22.

As part of a “pivot” in its travel posture, authorities also announced on Wednesday that quotas for VTLs will be restored and progressively increased, while border measures will be streamlined.

Speaking at a multi-ministry task force press conference, Transport Minister S Iswaran said: “As we learn to live with COVID-19 and Omicron, it is essential that we progressively open our air and sea borders.

“These steps will restore and expand our VTLs and put our border reopening back on track. They will enable us to carefully restore our connectivity, especially with our regional neighbours.”

Your passport is your most crucial travel companion, and it’s the key to your Bintan adventure. My review of quarantine-free travel to Bintan and the sea VTL

Updated: Mar 11, 2022

travel to bintan from singapore requirements

Bintan has always been a popular weekend getaway for Singaporeans before the pandemic, and two-way quarantine-free travel has just opened up.

This means that Singapore residents can enter Bintan and roam freely. Singapore’s sea VTL also allows quarantine-free travel from Indonesia to Singapore via ferry.

I’ve never actually been to Bintan, so I was excited to visit when I covered the first day of two-way quarantine-free travel for a travel trade publication (you can read my story here , which mainly revolves around the experience of travel agents and how they’re looking to market Bintan for holiday-goers).

If you’re a lover of sun, sand and tranquil resorts a mere one hour away from Singapore, you’ll enjoy Bintan.

Here’s what you need to know before going, and what to expect when visiting under the travel bubble.

Pre-trip planning

Of course, a trip to Bintan is no longer a simple, last minute weekend getaway. There are quite a number of steps involved, admin-wise. Be sure you have everything in check before you take your ferry.

As of 8 March 2022, here are the island’s Covid-related entry requirements*, taken from Bintan Resort’s website :

Fully vaccinated and have a valid COVID-19 vaccination certificate at least 14 days before the departure date (Exception for children under 12 years old).

Must be Singapore and Indonesia citizens who have stayed a minimum 14 days in Singapore.

Singapore Permanent Residents (PR) and other international travellers who have stayed a minimum 14 days in Singapore are eligible for the travel bubble but must acquire an entry visa here .

Take a pre-departure PCR test within 2 days (48 hours) before departure.

Purchase travel insurance with COVID-19 medical coverage for at least SGD 20,000/person . I got mine from AIG Travel Guard , which cost $31 for two days. In addition to your official policy document, do print out the first page of AIG’s terms and conditions , which states the coverage amount.

Book an on-arrival PCR Test (SGD 30.00/pax) when purchasing the ferry ticket

Have your proof of hotel booking confirmation/your package ready when boarding the ferry at Tanah Merah Ferry Terminal.

Download the PeduliLindungi contact tracing app , fill it up, and submit the E-Hac (e-health declaration). There’s a handy guide here .

Be sure to have all the necessary documents (pre-departure PCR, hotel & ferry confirmation, insurance documents, vaccine certificate from Notarise) in both hard and soft copy .

*Do note that these rules may be changed/relaxed further once Covid restrictions ease.

Expected travel costs

Not including accommodation, here’s how much you can expect to spend travelling to and from Bintan. All costs are in SGD.

Ferry tickets: $80 to $90 round trip (depending on peak versus non-peak periods)

Pre-departure PCR in Singapore: $94 (a discounted rate if you book your PCR test together with your ferry ticket, and take your test at a Northeast Medical Group clinic in Singapore)

On-arrival PCR: $30

Pre-departure test PCR in Bintan (if staying more than 48 hours): I DR 300.000 (around $29 to $30 SGD) /pax, result within 24 hours

On-arrival ART in Singapore: $15 at QuickTest Centres / $12 via Doctor Anywhere tele consult

Expected costs: $250 +

Ferry to Bintan

The ferry to Bintan departs from Tanah Merah Ferry Terminal on Fridays, Saturdays and Sundays). You can check the full schedule and timings here , but do note that frequency may increase as the island starts welcoming more guests. Due to Covid restrictions, only 350 travellers are allowed into Bintan per week( at time of writing), so be sure to book your ferry tickets in advance.

travel to bintan from singapore requirements

I travelled to Bintan on the first day that Singapore's sea VTL with the island launched, on 25 Feb. Based on my estimation, around 50 other travellers were headed to Bintan (including my tour group on the media trip). Aside from them, the terminal itself was pretty empty.

The boarding process was relatively smooth and fuss-free, considering that I printed all my pre-trip documents beforehand and there were no queues at the check-in counters. After being issued ferry boarding tickets , I boarded the ferry to Bintan which left punctually at 11:10am.

travel to bintan from singapore requirements

The ferry ride itself was a little bumpy once we left Singapore waters. If you're prone to seasickness, do take motion sickness pills beforehand.

As for the ferry itself, the seats and toilets were clean and comfortable. We reached Bintan’s Bandar Bentan Telani terminal in around 1 hour.

On-arrival process

travel to bintan from singapore requirements

There was a small welcome party for the first few passengers who touched down at Bintan’s terminal. Upon arrival, the immigration process was pretty smooth as well.

travel to bintan from singapore requirements

We were ushered to a counter where they checked all our documents, like the pre-departure PCR and vaccination cert. We were also required to scan our E-Hac QR code on the PeduliLindungi app, which is similar to SafeEntry on Singapore’s TraceTogether app.

As Bintan is still in its early stages of re-opening, the PeduliLindungi app is rather buggy as of now. For one, I couldn't enter Singapore as my departure port during the application process (it kept reflecting a port in the Philippines). When trying to scan the app to enter public venues, there was an error message in red stating that I was unable to enter public venues.

The immigration officers and staff at the various resorts waived us in despite the problems with the app, so I’m guessing these are tech-related teething issues that need to be sorted out.

travel to bintan from singapore requirements

After checking our documents, we were ushered to Covid testing booths, where officers in full PPE did a PCR test. I won’t deny that the nasal swab was uncomfortable, it went in really deep and I found myself tearing up! A throat swab was done as well.

travel to bintan from singapore requirements

After the swab, I went to another counter to collect my Blue Pass . These contact tracing tokens are issued upon arrival at Bintan, and must be worn at all times during your stay in Bintan Resorts. You pay a $20 deposit, which is returned when you give your Blue Pass back at the ferry terminal upon return to Singapore. Be sure not to lose this token!

travel to bintan from singapore requirements

After arrival, I was ushered to another waiting area, after which a coach took me to my resort at Banyan Tree Bintan . There, I was required to self-isolate until my negative PCR results were received, with a tasty bento lunch served by the resort.

Do expect a few hours wait for your PCR results. We were informed that results would be out within 90 minutes, but they were delayed and we only received an official email confirmation about 4 hours later. This has been feedbacked to the management team in charge of testing, and I hear they are working on expediting results for tourists coming in future.

After you receive your negative result, you are free to roam around your resort and the travel bubble area.

What happens if I’m Covid-positive?

If found positive and asymptomatic, you’ll be taken to Bintan Service Apartment to self-isolate. However, if one is symptomatic, a medical officer will give instructions for isolation at a designated hospital, or you can opt to return to Singapore by Medical Evacuation Facilities provided (this service is chargeable).

As such, travel insurance is really important to cover these expenses!

Where to stay: My Banyan Tree experience

I was hosted for one night at the very lovely Banyan Tree Bintan , where I stayed in an Oceanview Infinity Pool Villa .

travel to bintan from singapore requirements

I was staying alone, but the very spacious villa actually has two bedrooms and accommodates 4 people. It was truly one of the most luxurious villas I’ve ever stayed in, and reminded me very much of my time in Bali.

travel to bintan from singapore requirements

The infinity pool also looks out into the South China Sea, and views are especially stunning on a sunny day where you can see the clear blue waters. The pool is great for a night-time swim too - I suspect it might have been heated as it wasn’t too cold even in the evening.

travel to bintan from singapore requirements

There was also a small pantry room, outdoor Japanese-style seating area and even an outdoor bathtub. The bedrooms, bathrooms, villa grounds and outdoor seating area were clean and well-maintained too.

travel to bintan from singapore requirements

My canopy-style bed itself was extremely comfy, and I enjoyed the nighttime turndown service which included a sarong and dimmed lights to wind down.

There were a couple of kinks that needed sorting out, such as the phone lines being down due to the rain, as well as the shower taking some time to heat up.

But in general, I had no complaints, with the resort’s service being excellent. Housekeeping was attentive but not intrusive, staff were extremely friendly and buggy service to the breakfast and lobby area was efficient.

travel to bintan from singapore requirements

We also explored the grounds and got to visit one of the outdoor reception areas, as well as some of the other villa types such as the Ocean Villa on the Rock , which sleeps two, has an outdoor pool and is perfect for couples.

travel to bintan from singapore requirements

Breakfast was held at the resort’s Treetops restaurant, with a generous variety of dishes including western and Asian options. Western options included eggs, hash brown, sausages, cereal, salad and a variety of tasty cheeses, hams and pastries.

travel to bintan from singapore requirements

There were also Asian dishes like DIY mee soto, mee goreng, nasi lemak and dim sum. There was even a selection of dried fruits like pineapple and mango, as well as fresh fruit juices.

Whilst I wouldn't say all the dishes were memorable, I particularly enjoyed the sausages, cheeses and pastries.

Unlike in Singapore, hotel buffets here are self-serve, and you can also sit together in groups of more than 5. Yay for bigger gatherings!

Of course, a stay at Banyan Tree Bintan doesn’t come cheap. My villa costs around $1500 USD a night, so sharing amongst 4 people is definitely advised. It certainly is a nice splurge!

There are cheaper room categories as well, and you can also opt to stay at other resorts in the travel bubble. For example, Cassia Bintan , Nirwana Gardens , The Amnon , Natra Bintan and even a ship hotel called Doulos Phos .

travel to bintan from singapore requirements

I’m eyeing The Amnon and Natra Bintan next, as I’ve always wanted to try glamping. The luxury tents do look enticing, as well as the picturesque lagoon setting.

What to do in Bintan

Besides enjoying your resort and its beaches, you can also take a mangrove tour , do water sports at Treasure Bay’s Crystal Lagoon, an ATV tour at Nirwana Gardens or interact with animals at Safari Lagoi.

travel to bintan from singapore requirements

I visited Safari Lagoi , and enjoyed seeing animals like tigers, giant snakes, horses, cattle and primates. I also got the chance to feed rabbits and pet elephants. The safari is pretty sizeable, and well worth a visit if you love nature and wildlife!

Departing for Singapore via Sea VTL

As my trip was only one night, I wasn’t required to take a pre-departure ART before returning to Singapore .

But if you’re staying more than 48 hours after your on-arrival PCR, you’ll have to arrange for an ART. Do contact the hotel you’re staying at for how to book and pay for this, and if it's part of your room package.

travel to bintan from singapore requirements

Departing for Singapore via the sea VTL was a pretty smooth process as well. You’ll need to show your negative PCR/ART to the staff at Bintan’s ferry departure hall, your vaccine cert, a filled-in SG Arrival Card , as well as your ferry confirmation ticket back to Singapore.

travel to bintan from singapore requirements

Upon arrival in Singapore, the immigration process was quick and efficient too. Grab rides and taxis are hard to get via mobile app at Tanah Merah Ferry Terminal, but there’s a sign with numbers to call the various cab companies for your ride home.

Upon arrival, do remember to book an on-arrival ART at one of Singapore’s Quicktest Centres, or a supervised art via tele-doctor service Doctor Anywhere within 24 hours. I chose the tele-ART option, and did it from the comfort of my home the next morning. The process was fuss-free, and much more convenient than heading down to a testing centre.

My thoughts on travelling to Bintan

travel to bintan from singapore requirements

So is visiting Bintan worth it, with the numerous tests you have to undergo?

While travelling to Bintan isn’t the quick and affordable getaway it used to be, the fact that the island's re-opening is still in its early stages means that many of the resorts won’t be packed with tourists. I foresee you having many beaches and facilities to yourself, if you chose to visit during this re-opening period where only 350 travellers are allowed in via ferry per week.

The fact that Bintan is just a one hour ferry away is a huge plus point too, saving you the hassle of getting on a flight.

Aside from complications with the PeduliLindungi app, the rest of my trip was relatively smooth too. And if you’re concerned about health & safety protocols, rest assured that many of Bintan’s protocols are actually similar to Singapore (e.g. mask-wearing, SafeEntry) .They’ve even hired a SG Clean consultant to help them develop their safety measures.

Many of the resorts are also bundling Covid testing into their stay packages, saving you the hassling of arranging this yourself.

Additional tips for travelling to Bintan

If you have a weak stomach, be sure to take probiotics before each meal. I actually had a bout of gastric flu for a few days after my trip. It’s hard to identify the source as I ate at different places during my trip, but I suspect seafood may have been a contributing factor.

I signed up for M1's data passport and internet service was intermittent as I travelled via coach around the island, so just bear that in mind. Service at the resort itself was great though.

Given the additional costs, I’d recommend staying at least three or four nights in Bintan to get your money’s worth.

Distances between various resorts and venues are longer than you’d think. Remember to factor in travel time when visiting different spots.

Rumah Arangs are dome-shaped charcoal kilns made of bricks that were used by the locals to burn mangrove wood into charcoals during the 90s. travel to bintan from singapore requirements

Girl Eat World

A girl's adventure in food and travel around the world, weekend in bintan: a 3-day beach getaway from singapore.

Bintan is an excellent option for a weekend trip for us Singapore residents. The island can be reached with just a one-hour ferry ride from Singapore, and you’re off to your beach vacation. So you can imagine how happy we were when both Singapore and Indonesia dropped their COVID restrictions, making a quick short getaway to Bintan possible again.

One bedroom beach house at Nikoi Island

Here are some information on traveling to Bintan and travel tips from me!

Tips for Visiting Bintan

Bring a Passport with at least 6 months validity  – When a getaway is this close to Singapore, it might feel like you don’t need your passport… but you still do, because you’ll be crossing over to Indonesia.

Prepare Cash for Visa on Arrival – You’ll need to pay S$50 or Rp 500,000 per person for a visa on arrival in Bintan. I’ll talk about Indonesia Visa on Arrival more below.

Baby Oil – Unfortunately, on certain seasons, there might be tar oil that washed up on the beach. They are coming from tanker ships off the South China Sea. These tars are sticky and difficult to remove. If you get some of it on your swimming suits, regular detergent will not get them off. But from my personal experience, baby oil takes them right off.

Book ferry ticket online ahead of time – If you’re visiting Bintan during peak time (school holiday or public holiday), you’ll want to reserve your ticket ahead of time. You can book your ferry tickets online here via Klook: Bintan Resort Ferry departs to/from Tanah Merah to Bintan.

Emerald Class might not be worth it – If you’re visiting certain resorts like Sanchaya, Ria Bintan Golf Club, Nikoi Island or Cempedak Island, you’ll already get VIP class treatment on arrival at Bintan. When I went to Nikoi Island, I’m glad I did not book the emerald class!

Bandar Bintan Telani VIP section

Where to stay in Bintan

There are many resorts all over Bintan, especially along the northern coast. After all, Bintan is well known for a beach holiday. However, depending on your personal preference, there are different areas you might want to look for a place to stay.

The beach at The Residence Bintan

Here are a few recommendations for where you can stay in Bintan:

1. Lagoi Beach – If you want to save on travel time

If you don’t want to spend time traveling, you’ll want to stay near Lagoi Beach , at the northwest end of Bintan. This is the closest point from Bandar Bintan Telani, the port where you’ll be disembarking ( More on getting to Bintan below !), which means you can potentially shave off an hour from your travel time since you don’t need to travel too far from the port. It’s also convenient – there are more options around Lagoi for food and shopping since the area is catered to tourists from Singapore.

Here are some resorts you can consider in or around Lagoi Beach:

  • ANMON Resort Bintan – A resort with a glamping theme, think modern tent, and Instagrammable rooms!
  • Cassia Bintan
  • The Sanchaya
  • Banyan Tree Bintan
  • Pantai Indah Lagoi Bintan
  • Kamuela Villas Lagoi Bay Bintan

2. Eastern Coast of Bintan – If you’re looking for a quiet and private beach vacation

If you’re looking for a more secluded place with a lesser chance of bumping into other people, you should consider resorts that are away from Lagoi. Just be mindful that this would add to a longer land transport after you get off the ferry (approximately an hour). Also, you’ll likely be dependent on the resort for food which could get pricey. But, hey… that’s a price to pay for some private time 😉

Here are some resorts you can consider along the eastern coast of Bintan:

  • The Residence Bintan – This is the resort we stayed at, located in the south east coast of Bintan. You can read my extensive review on The Residence Bintan resort here !

The beach at The Residence Bintan

  • The Kelong Trikora Resort
  • Madu Tiga Beach And Resort
  • Trikora Beach Club & Resort

3. Private islands off the eastern coast of Bintan

For the absolute private luxury getaway, check out the private islands off the eastern coast of Bintan. This area is a designated Marine Protected Area. Here are a few of such islands:

  • Nikoi Island – A small island located in the east of Bintan Island. The perimeter of the island can be circled on foot in less than 20 minutes.

Nikoi Island South Beach by the Jetty

  • Cempedak Island – The sister island of Nikoi. Only adults over 16 years old are allowed on the island.
  • Joyo Island – A small private island that can only accommodate 45 people at a time.
  • Pulau Pangkil – An exclusive tropical island resort located off the South Eastern corner of Bintan

How many days should I spend in Bintan?

I believe 3 days is the ultimate sweet spot for Bintan, taking into account all the activities you can do on the island and the time it takes to travel to Bintan. Assuming you’ll be traveling to Bintan on the first day and traveling back to Singapore on the last day, this allows one full day of exploring Bintan or the accommodation you’re staying in!

Once the frequency of ferry trips has recovered, and if you can secure a good timing for the ferries – for example, Saturday early morning ferry and leaving Sunday late afternoon, it could be doable in 2 days . This probably wouldn’t give you much time to do activities outside of the resort, but you’ll still get to enjoy an island getaway!

How to get to Bintan from Singapore

The only sensible way to get to Bintan from Singapore is of course by ferry . Here is the low down on how you can reach Bintan by ferry:

Which port should I go to in Bintan?

There are three ports in Bintan: Bandar Bintan Telani (BBT), Tanjung Pinang, and Bintan Lagoon. Currently from Singapore, you can only take the ferry to BBT or Tanjung Pinang. The shortest and most common route is to go from Tanah Merah Ferry Terminal (TMFT) to Bandar Bintan Telani (BBT) .

Bintan Ferry

Bandar Bintan Telani (BBT) is located at Lagoi Beach in the northern part of Bintan, which is where most resorts are located. From TMFT, it will take about one hour to reach BBT.

Tanjung Pinang , on the other hand, is located in the southwest of Bintan, and a ferry trip will take 2 hours and then you still have to get to your resort via land transport. Thus, going to BBT could save an hour of your time. But if ferries to BBT are sold out, then you have no choice but to go to Tanjung Pinang.

Ferry Operators from Singapore to Bintan

Two ferry operators will take you to Bintan: Bintan Resort Ferry to BBT and Majestic Fast Ferry to Tanjung Pinang. If you’re visiting Bintan for the resorts, you’ll likely want to go to BBT.

Book ferry ticket online: You can book your ferry tickets online here via Klook: Bintan Resort Ferry departs to/from TMFT to BBT

For our trip in mid-June, Bintan Resort Ferry offers the best trip in terms of timing so we booked with them. The ferry ride was convenient, we found the trip to be very comfortable and drama-free.

➡️ Tip: If you’re planning to go to Bintan on a weekend, the ferry could fill up fast so you’ll want to make sure you book ahead, especially if it’s a long weekend. Make sure you have your ferry tickets booked first before you book your accommodations!

Tanah Merah Ferry Terminal

If you’re taking Bintan Resort Ferry, note that they have their own check-in counter. Don’t join the queue for the other operators!

Travel time from Singapore to Bintan by Ferry

If you’re wondering what the total door-to-door time to travel from Singapore to Bintan is, here is a quick breakdown

  • You need to be at the ferry at least 60 minutes before departure, so we left our house at 8 am to reach TMFT by 8:30 am.
  • Our ferry left the port at the scheduled time of 9:30 am, and it took an hour to reach Bintan.
  • From there, it took us about 20 minutes to clear immigration and another 30 minutes to wait for other guests in the resort shuttle.
  • Our resort was far from the port, so it took us another hour drive to get there. We only reached the resort at 11:30 am local time (12:30 pm SG time).

So in total, it took about 4.5 hours door to door . If your resort is at Lagoi, you can probably shave off 1 hour from our travel time to about 3.5 hours !

Entry Visa to Indonesia

The gist of it is that there are two types of visa to enter Indonesia depending on the passport you have – Visa Exempted or Visa on Arrival. You can check which one your passport country falls under .

If you’re Visa Exempted, then you don’t need to do anything just show your passport at the immigration control and you’ll get a stamp. But if your passport requires a Visa on Arrival, then you’ll need to get a visa when you arrive at the port in Indonesia.

It costs S$50 or Rp 500,000 per person for a visa on arrival in Bintan. The visa fee is payable by cash in Singapore Dollars or Indonesian Rupiah.

➡️ Get the Visa on Arrival ahead of time: It’s possible to get Visa on Arrival online before your arrival. If you think you’re arriving during peak time, you might want to do this. Read more about how to apply for Indonesia Visa on Arrival online

Coming back to Singapore from Bintan

Singapore has two ports for the public: HarbourFront and Tanah Merah Ferry Terminal. Coming back from Bintan, you’d likely be going to Tanah Merah Ferry Terminal.

The process to enter Singapore is straightforward since Singapore has dropped pretty much all of its COVID restrictions. However, when the ferry is fully booked, it could get pretty chaotic. Despite arriving an hour before the ferry was set to depart, there were massive queues snaking outside the ferry terminal at BBT before immigration.

Bintan Ferry

Some tips for arriving at Tanah Merah Ferry Terminal:

  • If you live in Singapore (whether you’re a citizen or a PR or on a work visa), make sure you have registered your passport to use the automated clearance gate called eIACS). This will save you a lot of time from queueing at the immigration checkpoint, which is where the bottleneck was. I didn’t sign up for my son’s passport so we had to go through the “All Passports” line and it took so long!
  • Fill out your SG Arrival Card before entering Singapore
  • There is a small duty-free shop at Tanah Merah Ferry Terminal after you clear immigration, where you can buy alcohol.
  • When I arrived back on a Monday afternoon from a fully-booked ferry, it was near impossible to call a taxi . I tried every booking method and every ride-sharing app for about 45 minutes, but it seems like no taxis were willing to come to Tanah Merah Ferry Terminal.
  • If you couldn’t secure a taxi, you can take Bus 35 (the bus stop is right across from the taxi stand) to Tanah Merah MRT station and call a taxi from there or resume your journey via MRT. We gave up on finding a taxi at TMFT and ended up taking the bus and then a taxi home. Just be sure to ask the bus captain if the bus is going to Tanah Merah MRT , as there are 2 directions of Bus 35 stopping at TMFT. It should only take about 10-15 minutes on the bus to reach the MRT, but if you board the wrong direction, then it might take an hour. Check out the Bus 35 route here .

Cost breakdown of a weekend trip to Bintan from Singapore

For your reference, the following is our trip cost breakdown of a 3D2N trip for 2 adults and a toddler to Bintan. In total, we spent a little above SG $1,100 for our trip.

Obviously, the cost will vary depending on whether you need a visa on arrival, the accommodation you choose, and what food option is available to you at the resort. If the food cost above seems high to you – well, there is a reason for that. I’ve written more about my resort experience in my The Residence Bintan review post.

Getting around Bintan

The best way to get around Bintan, if you’re keen to explore the island, is by hiring a private driver or renting a car and driving it yourself. There is no easy public transport around. You can also consider renting a motorcycle if you can drive one!

The beach at The Residence Bintan

What to do in Bintan

  • Snorkeling and White sands tour – If you like exploring the underwater world, this might just be the activity for you!
  • Bintan Island Tour – If you’re curious about what Bintan has to offer aside from seafood and the beach, you can take this tour which will take you around the island and all the photogenic spots.
  • Safari Lagoi & Eco Farm Tour – You can visit some endangered rescued animals here, like orangutans, tiger, and elephants.
  • Chill Cove at Treasure Bay Bintan – A large waterpark shaped like a white sand lagoon. You can kayak, paddle, wakeboard, or take their giant slide! Great activities with family and friends

Where to eat in Bintan

Bintan is known for its fresh seafood at a fraction of the price in Singapore. On top of that – and I may be biased because I was born and raised in Indonesia – I think Indonesian food is one of the best cuisines out there.

So while you’re here, you gotta try the seafood and local food! Here are some recommendations for where you can go:

  • Mangrove Floating Restaurant – You’ll find this as “Mangrove Restaurant Apung” in Google Maps, which means floating restaurant in Indonesian.
  • Jagonya Sop – Literally translated as “Soup expert” in Indonesian, this is the place if you want to try various Indonesian soups. It’s a very simple restaurant and was approved by locals!
  • Bintan Brother Seafood – If you want to have some seafood while in Bintan, you definitely need to check them out.
  • Kelong Mangrove Restaurant – Local seafood located at Sebong River. It’s a floating restaurant concept too.

Alright, that’s all I have on Bintan! If you find this blog useful or if you have any questions/updates to the blog, please let me know in the comment below! I’ll respond ASAP.

We are going Bintan this Thurs. Heard food at the resort is expensive and not nice. Hence, thinking g of grab or get a taxi to one of the seafood restaurant. Thinking of trying kelong seafood but when I look up the reviews, seems like a lot of travellers quoted that they’re overly priced and given 1 or 2 stars. Amongst the restaurants you recommended, may I know which are the more affordable and budget friendly for even the tourists? I am staying at Natra Bintan. I read that the restaurant offers a boat ride from the jetty. Not sure if it is only for those who sign up the mangrove package. Or should I just grab there?

Do you need to have cash as soon as you arrive by ferry from Singapore? Should we exchange or is it convenient to find an ATM as soon as you arrive in Bintan?

Hey Mary, I personally think it’s better to change in Singapore so that you can get a good rate.

  • July 11, 2023

Hi Melissa, we’ll be visiting Bintan for the first time soon and our resort told us there’s no e-hailing there, but glad to learn from your comments that Grab/Gojek are available.

We are staying in Lagoi area, and I want to ask how’s the safety in Bintan in general? if say we are to get a Grab to go to the one of the seafood places that’s away from Lagoi?

Hey Otisan, I think getting Grab or Gojek from the ferry is ok, but it might be hard to get from the resort depending on their location. I would trust the resort as they know better.

  • July 2, 2023

Hi! I am planning to go to Bintan this week, could I ask if grab/gojek are accessible for booking at BBT? Or are only taxis available? Thanks!

  • July 4, 2023

Yes, you can book Gojek and Grab from BBT.

  • June 18, 2023

hello can i check with you for all the activities are we able to reach the activity location and pay at the staff counter or can we ask the hotel counter to help us book or do we have to pre-book through app?

Hey Sarah, you can book with the hotel, but it’s usually cheaper to pre-book through the app.

  • May 14, 2023

Hi Melissa,

We are going to Bintan next week but for some reasons we could only book ferry to Tanjung Pinang port terminal.. we need to travel to Banyan Tree which is near Lagoi .. will there be local cabs available at 6 pm from there ? Any cab app that works in Bintan ? Or any reference of reliable cab driver ?

Did you check Bintan Resort Ferry?

Thank you for the very useful guide! I love swimming in the sea. Which resort with a clean and safe beach would you recommend? I am planning to stay there 2-3 nights in April.

Best regards Tuula

  • November 22, 2022

Where to do car or bike rental? Need to book in advance?

  • November 8, 2022

My mum is old and can’t stand for long, or walk far. May i know how far is the walk at tanah merah from cab drop off to ferry? I heard it’s quite a distance.

Also how massive was the check in / immigration at both sides, leaving and returning? My mum might not be able to stand for so long.

Do you recommend the Emerald ferry tickets? Thanks melissa.

Hi Jessica, you do need to walk from drop off to the ferry. It’s not super far, but there might be an immigration queue to get in. I suggest checking with them to see if there is wheelchair service. Immigration for leaving was pretty easy, but coming back was really long for us. However, I think your mom could get priority if you let the officers know.

I considered the emerald ticket, but ultimately decided against it as it is quite expensive. It could be worth it for your mom though.

  • October 16, 2022

Hi! Thanks for the info! Can I check if your visa and expenses are paid in Rupiah or other currencies? Thanks!

  • October 18, 2022

With all the convenience and benefits Bintan offers to its visitors, one question comes to mind: Is Bintan worth a visit? Famous for its luxury resorts, the Bintan trip is known to be rather expensive. Perhaps its proximity to Singapore is the reason why prices are so high and incoherent with the rest of the country.
