Mandatory e-pass for inter-district travel in Maharashtra. How to apply, who is eligible and more

- A new page will open asking "What do you need help with?"

- Select "e-Pass to travel during Curfew". A page with instructions will pop up.

- Enter all required details including name, number, address, ID proof, etc.

- The size of the photo should not exceed 200 KB and the size of the relevant document should not exceed 1 MB

- Fill in details correctly and click on submit. The applicant will receive a token id after submitting it.

How long does it take for an e-pass to be issued.

Every police jurisdiction has formed dedicated cells to process the applications. Attempts are being made to clear the applications at the earliest and latest by one day prior to the travel date.

Ministry of Road Transport and Highways

On 18-4-2023, the Ministry of Road Transport and Highways notified the All India Tourist Vehicles (Permit) Rules, 2023. The provisions will come into force on 1-5-2023.

Key Points:

1. Application for All India Tourist Permit (‘Permit’):

• Will be granted only to a tourist vehicle (‘vehicles’) of tourist vehicle operator.

• Application for grant of permit/ renewal will be made electronically on the portal of the Transport Authority (‘Authority’) in Form 1.

• Authority will issue Permit within 7 days from the date of receipt of application.

• The Annual Fee must be accompanied by the Application categorized according to the vehicle’s passenger capacity (excluding driver). Provision for quarterly fee submission is also available.

• Permit without payment of any permit fee will be granted only to:

✓ Battery operated vehicles

✓ Vehicles driven on methanol/ ethanol fuel

2. In case, the Authority takes no decision within 7 days, the Permit will be deemed to have been granted.

3. The Permit will be granted on Form 2 and will be valid for 90 days or its multiple but not exceeding 5 years at a time.

4. A Permit will not be granted to any vehicle which has completed 12 years of its registration.

5. In case of diesel vehicles, registered in Delhi, a Permit will not be granted after the vehicle has completed 10 years of its registration.

6. The fee collected for the Permit will be distributed among the States and Union territories.

7. Scope and Validity:

• Valid everywhere in India.

• Permit should be used for the transport of tourists individually/ in group with their luggage.

• A vehicle should not be used for the transport of tourists unless a Permit is granted.

8. The jurisdictional Authority can permit any tourist vehicle covered by Permit to replace with a vehicle of the same nature.

9. The distinguishing mark “All India Tourist Permit” will have to be prominently displayed on the rear left side of vehicle in white letters in blue background along with the validity of permit.

10. Permit will be cancelled/ suspended if the Permit holder-

• Uses/causes/allows a vehicle to be used in contravention to the provisions of these Rules/Act.

• Ceases to own the vehicle covered by the Permit.

• Obtained the Permit fraudulently or by misrepresenting.

• Acquires citizenship of any foreign country.

11. Appeals can be made by any aggrieved person against the order of the jurisdictional Authority within 30 days from the date of order to the State Transport Appellate Tribunal.

12. Exemptions:

• The conditions prescribed in Rules 82 to 85-A of the Central Motor Vehicles Rules, 1989 will not apply to the Permit under these rules.

• Permit issued under the Motor Vehicles (All India Permit for Tourist Transport Operators) Rules, 1993 and the All India Tourist Vehicles (Authorisation or Permit) Rules, 2021 will continue to be in force during their validity period as if they were issued under these rules.

The Maharashtra government on Friday announced five levels of restrictions across administrative units in the state based on case positivity and percentage of oxygen bed occupancy — with level five being the one with strictest of the restrictions. In each of the levels, different types of activities have been permitted.

The restrictions will be eased from Monday, and an order on the same is expected before then.

Here are the latest norms on inter-district travel An e-pass remains a mandatory prerequisite for inter-district travel by passengers in private cars, taxis or buses, if they are moving to or passing through, with a stoppage, a place under level 5 category.

For levels 1 to 4, inter-district travel has been allowed without the requirement of an e-pass.

In the case of places in the level 5 category, to and from movement along with passing through, if there is any stoppage inside, is allowed only with an e-pass. And this is allowed only in the case of medical emergencies or for persons performing essential duties.

What is the procedure for e-pass application? The application has to be made online on covid19.mhpolice.in from where the application is moved to the local police jurisdiction for processing according to the place of origin chosen by the applicant.

The applicant will require a valid identity proof, medical certificate, wedding card or related documents for marriage, medical report of persons travelling for medical emergencies, death certificate in the case of death, or a document pertaining to other emergency purposes.

Every police jurisdiction has formed dedicated cells for processing applications. Officials said an attempt is being made to clear applications at the earliest, or at least one day prior to the travel date.

What are the main reasons for rejection of e-pass? Some of the key reasons for the rejection of e-passes are invalid or inadequate documents being attached, no medical certificate attached, excess number of co-passengers than the prescribed limit as per the government norms, incomplete form at the time of application, and no photo or unclear photo attached.

Types of Vehicle Registration in  Maharashtra

There are two types of vehicle registration in Maharashtra RTO Office:

  • Temporary Vehicle Registration : is valid for only one month and it is allowed when the vehicle owner has to take vehicle to any other state. Temporary Vehicle Registration is not renewable.
  • Permanent Vehicle Registration: Under Section 39 of the Motor Vehicle Act, permanent registration of all vehicles is necessary for driving on roads in Maharashtra . Driving without Registration Certificate (RC) is a punishable offense.

Vehicle Registration Process in Maharashtra

Normally when you buy a new vehicle RTO registration and Charges are done by the dealer itself but if case you want to get it bone by yourself then below is the process:

For Temporary Vehicle Registration:

Step 1: To apply for temporary number you have to fill Form 20, which serves as an application form. Step 2: Fill Form 20 completely with all the necessary information and submit it to the RTO in whose zone the vehicle owner resides. Step 3: Provide the list of required documents for the temporary number i) Form-21 : Sales declaration which you will get from dealer ii) Form-60/61   Income Tax Department or GIR or Pan card iii) Pollution Under Control (PUC) iv) Declaration by the candidate checked by a Notary, Executive v) Address proof Any One (Voter ID Card/ LIC Policy/ Passport photos/ Ration Card vi) Road Worthiness Certificate i.e. Form 22

The legal drinking age in India and the laws which regulate the sale and consumption of alcohol vary significantly from state to state.

Maharashtra has a permit system under the Bombay Prohibition Act (1949). According to this Act, purchasing and drinking alcohol without a permit is an offence. The Act is clearly spelt out on the Maharashtra government official website .

The permissible drinking age is 25 according to the law but various bars, pubs and wine shops have notices proclaiming that alcohol will not be sold to anyone below the age of 21.

Drinkers need to comply with these and a host of other rules in Maharashtra, home to India’s financial capital Mumbai. However, according to Vinay Shirke, inspector and deputy superintendent of State Excise Department of Mumbai, the department takes action only when someone complains and they ensure that people are not unnecessarily harassed for consuming liquor at their homes.

The department has given restaurants the authority to issue a day’s permit for Rs 5 for most types of alcohol. For country liquor, the fee is Rs 2.

With a permit, one person can have up to 12 bottles at a time. For a small family party with 8 to 10 people, it’s okay not to get a permit, but it’s important that there be no complaints. In case of a grand event in a building compound, terrace , lawns, etc. where alcohol will be served, license is needed.

Citizens can apply for the license by filling in the form online, submitting necessary documents and making payment online. They can also visit the Old Custom’s House Office at Fort. The permit is granted in a day. The fee for a one-year permit is Rs 100 and Rs 1,000 for a lifetime license.

90,000 fall in Heathrow passenger numbers blamed on 'devastating' new £10 travel permit

Heathrow Airport has claimed it has suffered a 90,000 decline in passenger numbers on routes affected by a new £10-per-person government scheme.

Bosses described the electronic travel authorisation (ETA) system, which was introduced by the Conservative government in November 2023, as "devastating for our hub competitiveness".

The digital permits are required for nationals of seven Middle Eastern countries who do not have a visa or legal residence but wish to enter or transit through the UK.

The £10 fee applies to every affected traveller, including children and babies.

The programme is scheduled to be extended to travellers from most of the rest of the world this autumn.

But Heathrow has now urged the new Labour administration to reform the scheme for the good of the "whole UK economy".

It said in a statement: "The latest data following the introduction of the ETA shows that Heathrow has lost 90,000 transfer passengers on routes operating to and from the seven countries included in the scheme, since its introduction in 2023.

"This is devastating for our hub competitiveness. We urge government to review the inclusion of airside transit passengers.

"Every little bit of extra competitiveness that government can deliver for aviation will help deliver vital growth for the whole of the UK economy ."

ETAs currently apply to affected non-visa nationals of Qatar, Bahrain, Kuwait, Oman, the United Arab Emirates, Saudi Arabia and Jordan.

They will be introduced for travellers from most other countries this autumn and for European nationals from early next year.

It came as Heathrow reported it had been used by a total of nearly eight million passengers in July, making it Europe's busiest airport in the first half of the year.

Bosses also said the west London airport had "performed well with no material impacts on flights" from issues such as the global IT outage or Just Stop Oil protests .

The airport announced last month that despite a fall in half-year revenues of 2.9%, it achieved an underlying profit of £178m, up from a £139m loss a year earlier.

A Home Office spokesperson said: "We are introducing ETAs to enhance border security and modernise the experience for travellers.

"The government is continuing to keep the requirement for transit passengers to obtain an ETA under review."

  • Please use the following link to reach the online portal link and Link
  • In the given page, please click on the “Menu” option on the top right corner of the page. Then click on the “Registration Forms” menu on the left part of the screen and choose “Agro Tourism Registration” from the list of options for a new page.
  • Here, the user shall click on the website link provide under “Payment Gateway” section to reach the “GRAS” portal home page.
  • Here, please click on the “Pay Without Registration” option to reach another page. Please enter few letters of the department at the prompted space against “Type Few Characters of Department Name” and choose “Directorate of Tourism” and click on the “Submit” button to reach another page to process.
  • Please complete the given prompts as appropriate. Furnish the amount details as applicable and select the applicable payment mode as appropriate. Enter the captcha at the given space as applicable at the given space and click on the “Submit” button to get the “DRAFT CHALLAN” page.
  • Please go through the details. Click on the checkbox for “Agree” and click on the “Proceed” button to get the “GRN” number. Please note down the number and click on the “OK” button to close the pop-up. Also save the draft in the local disk.
  • Once the above process is completed, please go back to the “Agro Tourism Registration” page and click on the “Agro Registration Details” section to get the online form page.
  • The applicant shall complete the form prompts as applicable. Please upload the required documents as applicable.
  • Under the “Pay the Registration fee…” section, please use the “Browse” button to select the saved draft (GRAS payment draft).
  • The applicant shall click on the applicable checkbox as appropriate for the documents that were attached. Please click on the “Click here to download Declaration Form” option to download the form. Please process the form accordingly and save it to local disk.
  • Now, click on the “Browse” button for the “Signing the below Declaration…” option and upload the saved declaration form.
  • Once all the mandatory details are processed, please click on the “Save and Finish” button and follow the on-screen information to submit the application online.
  • The applicant will be provided with the system generated acknowledgement. Please save it for future reference.
  • ”SMS” triggered update on application status will be sent to the applicant’s mobile number. Please keep track of the notification.
  • This application will be processed further. The department will forward the application to an inspection committee of the tourism department.
  • On a scheduled date, the committee will inspect the farm house. The inspection is carried out to check the maintenance, cleanliness, hygiene, facilities, infrastructure, safety and security arrangements.
  • Once the inspection is completed, the committee will recommend its observation in the checklist form for approval and registration of the farm to the licencing / registering authority.
  • The registering/licensing authority will evaluate the application, committee’s inspection report, police verification report and other documents that are submitted to decide on the grant of licence or permit for the farm tourism.
  • The status, viz. approval, will be conveyed to the applicant through a “SMS” or as per applicable norms.
  • The applicant shall follow the notification to get the registration certificate.
  • The certificate can be hand-delivered or sent through post or delivered as per applicable norms.
  • The whole process shall be completed within 15 days or as per the advised time period.

  • Respective tourism department will publish advertisements for seeking expression of interest from the farm house owners to register for Farm Tourism Scheme. The eligible farm owners shall also apply for registration of Farm Tourism Scheme as appropriate.

  • Applicant should be a citizen of India.
  • Those who are 18 years and above are eligible to apply.
  • The farm should have minimum 2 rentable rooms.
  • The land should be free from encumbrances, litigation and attachments.
  • The ownership of land should be in the name of the applicant.

  • The applicant should not have any criminal case pending against them

  • The applicant must pay requisite application fee Rs.2,500 or the applicable amount as appropriate.
