Himachal Pradesh till the 19th century was limited to a limited movement of pilgrims only to some of the spiritual sites around the hills. When the British established their series of hill stations, tourism was recognized in the state. In 1864, when the British declared Shimla as the "Summer Capital of India", tourism in Himachal was opened up after independence due to more investment in infrastructure. However, tourism received the most boost in the mid-80s and 90s. Today, Himachal has tourism as a major source of income for the state and its residents. The tourism department has made special efforts to break the meteorological factor. Various tourist products are being developed in all seasons to attract tourists. As a result, Himachal is now known as "a destination for all seasons and all reasons". In fact, the department has laid special emphasis on the development of activity-based tourism and opening of new sub-destinations. To promote tourism in rural areas and in unexplored areas, proper infrastructure is being developed with the available resources

Raghubir Bali heads Himachal tourism development corporation

Another congress leader from kangra, vishal chambial, has been appointed vice-chairman of the himachal pradesh state industrial development corporation.

Nagrota Bagwan MLA Raghubir Singh Bali, 43, has been appointed chairperson of the Himachal Pradesh Tourism Development Corporation (HPTDC) and vice-chairperson of the Himachal Pradesh Tourism Development Board with the rank of cabinet minister.

The HPTDC looks after the management of commercial properties of the tourism department, including hotels and restaurants, besides organising tour packages.

The tourism development board advises the government in devising policy for tourism promotion and publicising Himchal as a destination besides undertaking human resource development and improvement of tourist destinations.

The notifications in this regard were issued on Thursday.

Bali, the son of Congress leader late GS Bali, began his political career with the National Students’ Union of India (NSUI) in 1996 when he studied at a Kangra college. He was also a part of the NSUI in Bengaluru, where he studied hotel management.

He was made Himachal Pradesh Youth Congress general secretary in 2004 and appointed its vice-president in 2009. Bali became the AICC secretary co-in-charge of West Bengal in February 2020 and he was the observer of Pathankot district for the Punjab assembly elections last year. He led the Congress’ Rozgar Sangharsh Yatra in Kangra and Hamirpur parliamentary constituencies.

As Congress nominee, he defeated BJP’s Arun Kumar by 15,892 votes, the highest among all Congress candidates in the state, in the 2022 assembly elections. He was the third richest candidate in the fray with a net worth of ₹ 92 crore.

“I am thankful to the chief minister and national leadership for entrusting me with the responsibility. We are going to come with a holistic tourism promotion plan with security and peace as our unique selling point,” Bali said.

He said the emphasis will be laid on improvement of services in the hotels and restaurants to provide quality facilities.

“We will also promote adventure sports in a big way,” he added.

Another Congress leader from Kangra, Vishal Chambial, has been appointed vice-chairman of the Himachal Pradesh State Industrial Development Corporation. Chambial is from Lodhwan village in Indora assembly segment.

State industry minister Harshwardhan Chauhan will be the chairman of the board of directors with principal secretary (industries) RD Nazeem, agriculture secretary Rakesh Kanwar, industries director Rakesh Kumar Prajapati, special secretary, finance, Rohit Jamwal, and financial corporation managing director Priyatu Mandal as its directors.

Himachal Pradesh Sets Sights on 5 Crore Annual Tourists, Unveils Ambitious Infrastructure Plan

In a strategic move to transform itself into a tourism powerhouse, Himachal Pradesh has set an ambitious target of attracting 5 crore annual tourists. This visionary goal was unveiled alongside an extensive infrastructure plan, reflecting the state’s commitment to becoming a premier destination for travellers seeking the allure of the Himalayas.

Chief Minister Sukhvinder Singh Sukhu, spearheading this transformative initiative, has sanctioned a substantial budget of Rs. 13 crore for the development of heliports strategically located across the state. The chosen sites—Rakkad and Palampur in Kangra district, Reckong Peo in Kinnaur district, and Chamba—will serve as pivotal hubs to enhance connectivity and elevate the overall tourism experience.

The Chief Minister emphasized the significance of improved air connectivity, particularly in light of the challenging geographical terrain that characterizes Himachal Pradesh. He asserted that the construction of heliports is not just a means to attract tourists but also a strategic move to benefit residents during emergencies.

The heliport development is an integral part of the state’s comprehensive infrastructure plan, designed to accommodate the anticipated influx of tourists. The investment aims to create a seamless travel experience, saving time and effort for visitors eager to explore the diverse landscapes and cultural richness of Himachal Pradesh.

As the state sets its sights on the 5-crore annual tourist target, the coupling of the ambitious infrastructure plan with heliport development signifies a holistic approach to tourism. Beyond the numbers, Himachal Pradesh envisions responsible and sustainable tourism practices, ensuring that the natural beauty and ecological balance of the region are preserved for generations to come.

Secretary, Tourism Ms V.Vidyavathi, hosted an interactive sessionwithmore than threehundred Sarpanches/Gram pradhans from Border Villages, under the Vibrant Villages Programme at the Ashoka Hotel in New Delhi today. The meeting included discussions on different aspects of tourism, challenges faced by different villages, and potential/ solutions for tourism development. The participants discussed various topics, including infrastructure, community engagement, skill development, and environmental preservation.

Smt Vidyavathi said, “We have to celebrate the tourism festivals, and for that, you do not have to come to Delhi, we will reach your villages to celebrate the festival with you.Adventure tourism is an important segment for tourism ministry and it has huge potential in vibrant villages”. Speaking about sustainability, she said that we must promote tourism but not at the cost of villages. She also assured that all required support would be extended to develop and promote the villages under vibrant villages programme as tourist destination. 

Sarpanches from different villages shared their views about developing tourism in their villages, associated challenges and opportunities available.

Ms. Pema Sherpa from Nathula ,Sikkim h ighlighted tourism potential of the village and also highlighted the importance of electricity, road infrastructure, and skill development for developing tourism.

Mr. Dala Naksanga from  Lahllung, Arunachal Pradesh stressed the need for improved road communication, telecommunications, and employment generation.He also suggested sports institutions for training youth in activities like rafting and paragliding.

Pradeep Kumar Negi from Batseri, Himachal Pradesh advocated for responsible tourism development and maintaining the indigenous identity and suggested measures like cable cars and ropeways for tourists.

Mr. Thupstin Tsultim from Durbuk , Ladakh d iscussed the importance of home stays, cultural festivals, and digital connectivity.

Mr. Dinesh Rawat  ( Harshil Uttarakhand) Advocated for winter sports and creating destinations around yoga and crafts and Emphasized the importance of environmental protection awareness.

Mr. Huri Nai  ( Damin, Arunachal Pradesh) Raised awareness about land preservation and highlighted importance of Tourism for community development 

Ministry of Tourism is developing three Trans state Mega Adventure Trails with focus on border villages covered under Vibrant Villages Programme. It includes Western Indian Himalayan Trail, Eastern Indian Himalayan Trail, and Trans Himalayan Trail.

TheVibrant Villages Programme (VVP) launched asaCentrally Sponsored Scheme, envisagescomprehensive development of identified villages in 46 blocks abutting northern border in 19 districts ofArunachalPradesh,Sikkim,Uttarakhand,UTofLadakhandHimachalPradesh.

Over 300 Sarpanches/ Gram Pradhans from Arunachal Pradesh, Uttarakhand, Sikkim, UT Ladakh, and Himachal Pradesh attended the program. The Vibrant Villages Programme was approved on 15th February 2023, with Central   contribution of Rs.4800 crore for the period FY 2022-23 to 2025-26 including Rs.2500 crore specifically for road connectivity.
