Howie Seago, who played Riva, is, in fact, deaf and uses American Sign Language. He petitioned the producers to create a show about deaf people, in part to dispel untrue and prejudiced myths about them. In the first draft, Riva learned to speak overnight after a mechanical translator he used to communicate with his chorus failed.

In Star Trek: The Next Generation's "Loud as a Whisper," Riva uses a version of sign language that is not standard American Sign Language (ASL), but rather an alien gestural language made up by Data actor Brent Spiner. Back aboard the Enterprise, Riva becomes withdrawn and angry and refuses further dialogue even after Data learns sign language in order to facilitate communication.

Howie Seago, who is Deaf, played Riva. He comes from a Deaf family, and I believe ASL is his first language. It's been a while since I saw this episode, but, if there are parts where he's not using ASL (which I don't recall- it sticks out in my head that he was using ASL, but I could be remembering wrong), I assume it was a creative choice on his part and the showrunners'.

In Star Trek, medicine functions ... Sign language was created so people could have a form of communication and it should be not an art piece or something to be inspired by. Riva sort of hints at this when he indicates that the communication through his interpreters took hundreds of years to perfect.

Riva's argument is that starting from zero and teaching sign language to both sides will become the common ground that will allow the communication and negotiations to flourish. Call me cynical, but I find it more likely that someone's going to pull out a gun and shoot up the place out of sheer frustration during such an arduous process.

I thought the overall concept was absolutely brilliant. The acting is absolutely marvellous. The scene at around 36mins where Riva, Troi and Data discuss via sign language was genuinely fascinating. The way they were all subtly impressed with data learning sign language in like 10 minutes was nice.
