Taiwan hopes to continue building israel friendship, similar: the two countries are good friends and are both small and strong democracies, whose cooperation would continue to expand, an israeli lawmaker said.

Israel is an important global start-up hub, and hopefully, based on shared values of democracy and freedom, Taiwan and Israel can continue to deepen their partnership and leverage their respective strengths to build more resilient global supply chains together, President Tsai Ing-wen (蔡英文) said yesterday.

Tsai made the remarks in a meeting with a delegation from the Knesset, Israel’s parliament, at the Presidential Office in Taipei.

The cross-party delegation was led by Taiwan-Israel Parliamentary Friendship Group chair Boaz Toporovsky.

It has been more than 30 years since Israel and Taiwan mutually established representative offices, and both countries have worked closely and held regular dialogues in the fields of energy, environment and economics, Tsai said.

Over the past three decades, Taiwan and Israel have also signed 33 agreements and enhanced exchanges in the fields of education and public health, she said, adding that a joint declaration of tourism collaboration was signed last month.

Taiwan’s Industrial Technology Research Institute, Asia Silicon Valley Development Agency and other companies hope to have more cooperation opportunities with Israel, Tsai said.

In reference to Iran launching an unprecedented large-scale drone and missile attack on Israel on Saturday evening, Tsai also expressed her sincere concern and condolences, and condemned the use of violence to destroy world peace.

Taiwan is a beacon of freedom and democracy, and Tsai is a role model of democracy and freedom leadership, Toporovsky said.

He expressed his condolences to the victims of the April 3 earthquake in Hualien, and added that the quake has once again shown Taiwan’s strength and resilience to the world.

Taiwan and Israel are good friends, and although people in both countries face difficult situations, both are small and strong democratic countries, and that friendship would become more stable, while cooperation would continue to expand, he said.

Later yesterday at a press conference, Toporovsky said the delegation appreciated the collaboration between Taiwan and Israel and the support shown by Tsai and Minister of Foreign Affairs Joseph Wu (吳釗燮) in the wake of the Iranian attacks.

Regarding what Israel needs at the moment, Boaz Bismuth, one of the four delegation members, said that with 120,000 people forced to evacuate from their homes, Israel needs humanitarian aid, and he said the international community should care about the situation there.

"I think Taiwan felt exactly the grief in which we were the first day [after the attack], and solidarity is the word," he said.

Separately, all Taiwanese nationals in Iran and Israel have been reported safe, Wu said yesterday.

Currently, there are a little more than 20 Taiwanese expatriates who are now naturalized Iranians living in the West Asian country, Wu said.

More than 200 Taiwanese nationals and their spouses and children are in Israel, data from the Ministry of Foreign Affairs showed.

The ministry also called on people to refrain from traveling to both countries due to heightened tensions in the Middle East.

It has also issued the second highest-level orange alert for both Israel and Iran.

The ministry uses a four-tiered travel advisory regarding safety and security risks. The lowest level, grey, signifies caution should be exercised; yellow suggests travel should be reconsidered; orange indicates unnecessary travel should be avoided; and red asks nationals not to travel to a destination.

For a foreigner who has never visited Russia, Moscow is the perfect stepping stone into this great land of mystery. From the country’s best classical ballet troupes to snow-white troikas trotting through the parks, all the highlights of Russian culture can be had in Moscow without any of the complications that would be expected in other, less developed regions of Russia.

Lena, our guide in Moscow was excellent. She was very knowledgable and could answer any question we had for her. We liked that she could pick up on our interests and take us places we might not have thought of to go. When we realized that one of the places we had chosen to see would probably not be that interesting to us, she was able to arrange entry to the Diamond Fund and the Armoury for us. Riding the Metro with Lena was a real adventure and a lot of fun. In Saint Petersburg we found Anna well versed in the history of the Tsars and in the Hermitage collection. Arkady in Veliky Novgorod was a very good guide and answered all of our questions with ease. Novgorod was perhaps a long way to go for a day trip, but we did enjoy it. Vasily was a great driver to have and kept us safe with good humour and skill. We enjoyed ourselves so much, my daughter says she is already planning to return. We would both have no hesistation to recommend ExpresstoRussia to anyone we know.

Just wanted to let you know that My grandson Bruno and I couldn´t have been more pleased with our week in Moscow (6/15 - 6/21). We were absolutely enchanted with the whole experience, including getting lost a couple of times in the Metro during our free time. Although both our guides (both Eleanas) were excellent, I would particularly commend the first one (she took us to the Tatiakov, the KGB tour, and to that beautiful cemetery where so many great Russian artists, authors, composers, musicians, militarists, and politicians are buried). Her knowledge is encyclopedic; and her understanding of today´s Russia as a product of its past was, for us, truly enlightening. I will be taking another tour in Russia, with my wife, within the next two or three years. I will be in touch with you when the time comes. Meanwhile, I will refer you to other potential visitors to Russia as I meet them.

We had a great time both in Moscow and St Petersburg. Your travel agency was excellent in coordinating the whole trip. Everything worked like clockwork. The guides assigned to us were very nice and friendly. They had a great knowledge of their subjects. The cars and the drivers were great. The hotels were good and the itinerary was good. On the morning of April 15, President Tsai Ing-wen met with a delegation from the Israeli Knesset (parliament). In remarks, President Tsai stated that bilateral interactions between Taiwan and Israel have recently been very close. The president indicated that in addition to regular dialogues in such areas as energy, the environment, and the economy, Taiwan and Israel have signed agreements to strengthen exchanges in education, public health, and other domains. President Tsai stated that she looks forward to Taiwan and Israel leveraging our industrial strengths and continuing to deepen our partnership, based on our shared values of freedom and democracy, to jointly build more resilient global supply chains. In their discussion, President Tsai expressed her sincere concern and sympathy to the delegation following the recent attack on Israel by Iran, and condemned the use of violence to undermine global peace and stability.

A translation of President Tsai's remarks follows:

I warmly welcome Chair Boaz Toporovsky, who is leading a cross-party delegation of parliamentarians to Taiwan for the first time since becoming chair of the Knesset Taiwan friendship group. I want to thank you all for demonstrating your support for Taiwan by being here.

I would like to take this opportunity to express my appreciation to Chair Toporovsky. You have not only actively promoted cooperation on youth education and humanitarian aid between Taiwan and Israel, but also consistently supported Taiwan's international participation on social media and in op-eds.

Taiwan and Israel mutually established representative offices over 30 years ago. With your support, bilateral interactions have recently been very close. In addition to regular dialogues in such areas as energy, the environment, and the economy, we have signed 33 agreements to strengthen exchanges in education, public health, and other domains. Just last month, Taiwan and Israel signed a joint declaration on tourism cooperation to further deepen our partnership and jointly promote the development of the tourism industry.

Israel is also an important global hub for startups. Taiwan's Industrial Technology Research Institute, Asia Silicon Valley Development Agency, and major manufacturers are all eager to explore opportunities to further cooperate with Israel. I look forward to Taiwan and Israel leveraging our industrial strengths and continuing to deepen our partnership, based on our shared values of freedom and democracy, to jointly build more resilient global supply chains.

I am confident that this visit will give you a deeper understanding of Taiwan and lead to more exchanges and cooperation in fields such as semiconductors, innovation, and trade. In closing, I wish you all a successful and fruitful trip.

Chair Toporovsky then delivered remarks, first thanking President Tsai for hosting his delegation in the beautiful country of Taiwan. He stated that Taiwan is a beacon of democratic and liberal values, and that President Tsai is a beacon of democratic and liberal leadership. The chair then stated that Israel pays condolences for the loss of life and injuries after the earthquake in eastern Taiwan, noting that the Taiwanese showed the world once again their resilience and strength.

Chair Toporovsky indicated that the Israeli people are in difficult times, and that there is a grave threat to the democratic and liberal world. On April 14, he stated, Israel was attacked by Iran, and more than 300 unmanned aerial vehicles (UAVs), cruise missiles, and ballistic missiles were fired towards Israel, with most of them intercepted by their defense forces. The chair emphasized that Israel will not give anyone who wants to destroy Israel the ability to do so.

Chair Toporovsky went on to say that during these horrible times, Israel saw and will always remember Taiwan's support after the attack on Israel on October 7 last year, as well as the previous day's attack. He said that Taiwan and Israel are good friends, and that Taiwanese and Israelis have much in common as small but strong democracies in a harsh environment. The chair said it is time that our friendship became even stronger, and that we collaborated in more and more fields. Together, he said, we will build a better future for our children.

The delegation also included members of the Knesset Boaz Bismuth, Vladimir Beliak, and Matti Sarfatti-Harcavi, and was accompanied to the Presidential Office by Representative of the Israel Economic and Cultural Office in Taipei Maya Yaron.

Billionaire Chinese National Sentenced to Seven Months in Prison and Removal from United States for Straw Donor Campaign Contribution Scheme and Other Frauds

Earlier today, in federal court in Central Islip, Hui Qin, also known as “Qin Hui,” “Hui Quin,” “Muk Lam Li” and “Karl,” a citizen of the People’s Republic of China (“PRC”), who was listed on Forbes Magazine’s List of Billionaires and who operated SMI Culture, a Hong Kong-based entertainment entity, was sentenced by United States District Judge Joan M. Azrack to seven months’ imprisonment for making political contributions in the names of others, immigration fraud and producing a false identification document.  Qin pleaded guilty to the charges in March 2024.  As part of his plea, the defendant consented to abandonment of his fraudulently obtained LPR status and removal from the United States immediately after the sentencing.  Qin has been incarcerated since his arrest seven months ago on October 2, 2023.

Breon Peace, United States Attorney for the Eastern District of New York, James Smith, Assistant Director-in-Charge, Federal Bureau of Investigation, New York Field Office (FBI), Thomas Fattorusso, Special Agent-in-Charge, Internal Revenue Service-Criminal Investigation, New York (IRS-CI), and Ivan J. Arvelo, Special Agent-in-Charge, Homeland Security Investigations, New York (HSI), announced the sentence.

“Qin’s brazen flouting of our political and immigration systems, and his defrauding government agencies resulted in a felony conviction, prison sentence and today, his removal from the United States,” stated United States Attorney Peace.  “Qin has learned a lesson in American civics the hard way, that no one is above the law.”

“Hui Qin violated our democratic norms by illegally attempting to influence election campaigns through fraudulent political donations,” stated FBI Assistant Director-in-Charge Smith.  “His unlawful actions and repeated efforts to exploit various government agencies were disrupted by the FBI and such attempts by other threat actors will not be tolerated. Today’s sentence and his removal from the United States should dissuade any future schemers from engaging in similar activity.  The FBI is committed to exposing all forms of corruption, especially those that threaten election integrity and our duly elected officials.

“Qin interfered with our election system and tried to gain advantage through his straw donations.  He furthered his criminal activity by misrepresenting himself on documents to obtain a false Visa, then lived with an illegitimate status in his $5 million Manhattan apartment.   It is through our law enforcement partnerships and good police work that Qin was held accountable for behaving like he was above the law,” stated IRS-CI Special Agent-in-Charge Fattorusso.    

“By flouting laws vital to the sanctity of the federal election and immigration systems, the defendant threatened not only the community's safety, but the democratic foundation on which the United States of America was established,” stated HSI New York Special Agent-in- Charge Arvelo.  “Hui Qin’s sentencing today underscores the importance of law enforcement’s collaboration, coordination, and unwavering dedication to one common goal: protecting the public. HSI New York stands united with our partners against any individuals attempting to jeopardize our national security.”  

 As set forth in court filings and facts presented at the plea proceeding, between December 2021 and December 2022, Qin agreed to reimburse other individuals who made contributions on his behalf to the campaign committees for a candidate for a New York City-wide political office, a member of the United States House of Representatives for a congressional district in the Eastern District of New York and candidate for a House of Representatives seat in a Rhode Island congressional district .  During the scheme, straw donors made approximately $11,600 in contributions on Qin’s behalf, which caused the campaign committees to file false contribution reports with the Federal Election Commission in 2022.

Additionally, as part of his plea Qin admitted that, in April 2019, he filed a false application for LPR status with United States Citizenship and Immigration Services.  In the application, Qin falsely swore, under penalty of perjury, that he had never used another name.  In fact, in 2008, a PRC government official provided Qin with the alias “Muk Lam Li” and between 2008 and the filing of Qin’s LPR application, Qin obtained identification documents, including a Hong Kong identification card, a PRC identification card and a Hong Kong passport in the name of the Li alias, which contained Qin’s photograph, but a date of birth different than Qin’s.  Around September 2017, Qin used the Li alias to transfer more than $5 million from the PRC to a United States bank account, a portion of which was used to purchase a luxury Manhattan apartment, where Qin resided. 

Qin also pleaded guilty to engaging in interstate travel to fraudulently obtain a Florida driver’s license.  In December 2020, Qin travelled from New York to Florida and applied for a driver’s license at Florida Department of Highway Safety and Motor Vehicles (“FLHSMV”).  At the time of his travel, Qin was a resident of Old Westbury, Long Island and Manhattan, but he signed an application stating that it was “true and correct” that he resided at an address in Miami, where he had never lived.  To bolster this false assertion, Qin presented FLHSMV officials with fake bank and credit card statements bearing the name “Hui Quin” and the false Miami address.  After FLHSMV issued Qin a Florida Driver’s License, he presented it to banks and a motor vehicle insurer as identification.

The government’s case is being handled by the Criminal Section of the Office’s Long Island Division.  Assistant United States Attorneys Bradley T. King and Adam Toporovsky are in charge of the prosecution.
