India’s global travel and tourism index rank up at 39th: WEF index

India was ranked 54th in the previously published index in 2021, though changes made to the index parameters limit its comparability to earlier years.

India’s rank on the World Economic Forum’s Travel & Tourism Development Index 2024 has risen to 39th place, with global tourism activities returning to pre-pandemic levels, the annual report showed on Tuesday.

While the US topped the list, India is ranked highest in South Asia and among the lower-middle-income economies, the WEF said.

After the US, Spain, Japan, France and Australia figure among the top five in the 2024 list.

The index, prepared in collaboration with the University of Surrey, showed India is highly price-competitive (18th) and boasts competitive Air Transport (26th) and Ground and Port (25th) infrastructure.

In particular, India’s strong Natural (6th), Cultural (9th) and Non-Leisure (9th) Resources help drive travel, and the country is only one of three to score in the top 10 for all the resource pillars, the WEF said.

Moreover, despite a decline compared to 2019, the country still scores well for travel and tourism demand sustainability, especially thanks to more sustainable long stays among inbound visitors.

It further said that as with many economies, travel and tourism enabling conditions in India have been impacted by global inflationary supply-side trends for the sector, with price competitiveness declining, while air transport and tourist services infrastructure are yet to recover to the 2019 level.

As a result, the country’s overall TTDI (Travel and Tourism Development Index) score is 2.1 per cent below its 2019 level.

High-income economies in Europe and Asia-Pacific continued to lead the index.

“International tourist arrivals and the travel and tourism sector’s contribution to global GDP are expected to return to pre-pandemic levels this year, driven by the lifting of COVID-19 -related travel restrictions and strong pent-up demand,” the WEF said.

The Middle East had the highest recovery rates in international tourist arrivals (20 per cent above the 2019 level), while Europe, Africa and the Americas all showed a strong recovery of around 90 per cent in 2023.

The biennial index analysed the travel and tourism sectors of 119 countries around a range of factors and policies.

Germany was ranked 6th, followed by the UK, China, Italy and Switzerland in the top ten.

The results highlighted that high-income economies generally continue to have more favourable conditions for travel and tourism development.

This was helped by conducive business environments, dynamic labour markets, open travel policies, strong transport and tourism infrastructure, and well-developed natural, cultural and non-leisure attractions.

INDIA’S RANKING IN TRAVEL AND TOURISM DEVELOPMENT

According to the Travel and Tourism Development Index (TTDI) 2024 report published by the World Economic Forum (WEF), India is ranked 39th among 119 countries. In the previous index published in 2021, India was ranked 54th. However, due to a revision in the WEF's methodology, India's 2021 rank was adjusted to 38th place.

As per the TTDI report, out of the TTDI pillars mentioned, India's scores have improved in three areas: Prioritization of Travel & Tourism, Safety & Security, and Health & Hygiene. As per UNWTO barometer for May 2024, there were 975 million International Tourist arrivals around the world in 2022, wherein India recorded 14.3 million International Tourist Arrivals that represented 1.47% of the international inbound tourism market share. The share of India’s International Tourist Arrivals in Asia & Pacific is 15.66% in 2022.

The Ministry of Tourism promotes the tourism destinations and tourism products of the country in a holistic manner both within the country and overseas markets. These objectives are met through an integrated marketing and promotional strategy and a synergized campaign in association with the travel trade, State Governments and Indian Missions. Promotions are also undertaken through the Website and Social Media platforms of the Ministry. The tourist destinations in the country are also amplified through the different promotional materials developed by the Ministry. The Ministry of Tourism also participates in travel fairs/exhibitions held in major and potential overseas markets to increase India’s share in the global tourism market.

Under the “Champion Service Sector Scheme (CSSS)", Ministry of Tourism has been reimbursing the amount incurred by Ministry of Civil Aviation on the scheme of UDAN (RCS). Till date, Rs.226 Crore has been reimbursed to Ministry of Civil Aviation. Under RCS UDAN Tourism, 53 tourism routes are operational for better connectivity of important tourist places.

This information was given by Union Minister for Tourism and Culture Shri Gajendra Singh Shekhawat in a written reply in Rajya Sabha today.

India's rank on the World Economic Forum's Travel & Tourism Development Index 2024 has risen to 39th place as international tourist arrivals are expected to reach pre-pandemic levels by the end of 2024, according to the World Economic Forum. India was ranked 54 in the previously published index in 2021.

India has the largest Travel & Tourism sector in South Asia and scores as the Travel & Tourism Development Index’s top lower-middle-income economy, the WEF says.

In particular, India's strong Natural (6th), Cultural (9th) and Non-Leisure (9th) Resources help drive travel, and the country is only one of three to score in the top 10 for all the resource pillars, it adds.

The index, prepared in collaboration with the University of Surrey, showed India is highly price-competitive (18th) and boasts competitive Air Transport (26th) and Ground and Port (25th) infrastructure.

The Europe and Asia-Pacific regions and high-income economies in particular continue to have the most favourable conditions for T&T development. Out of the top 30 TTDI scorers in 2024, 26 are high-income, 19 are based in Europe, seven are in Asia-Pacific, three are in the Americas and one is in the Middle East and North Africa (MENA) region.

The highest-ranked economies in the 2024 TTDI edition are those of the United States, Spain, Japan, France, Australia, Germany, the United Kingdom, China, Italy and Switzerland.

Thanks to typical advantages ranging from favourable business environments and open travel policies to well-developed transport, tourism and ICT infrastructure and natural, cultural and non-leisure attractions, the top 30 TTDI scorers accounted for over 75% of T&T industry GDP in 2022 and 70% of GDP growth between 2020 and 2022

T&T enabling conditions in developing economies continue to improve, but far more is needed to close the sector-enabling gap, the report says.

Low to upper-middle-income economies accounted for 52 out of the 71 economies that have improved their TTDI scores since 2019.

Increasing ICT readiness and pandemic-era business and labour policies benefit T&T, but more progress is needed on areas such as workforce resilience and equality. Driven by expanded online access, mobile network coverage and digital payment usage, the 7.2% surge in ICT Readiness pillar scores reflects the further digitalisation of T&T services. Meanwhile, economy wide policies implemented during the pandemic may have made it easier for T&T operators to do business.

While China is ranked 8 th  while neighbouring Pakistan is ranked 101. “Countries such as China, Japan and India are home to some of the largest tourism economies in the world and all three rank near the top for natural, cultural and non-leisure assets,” says the report.

The India State Ranking Survey, by Hotelivate in collaboration with the World Travel and Tourism Council, India Initiative (WTTCII) , is a biennial report that evaluates the competitive standing of the nation’s 28 states and 2 Union Territories regarding their travel & tourism potential on 14 identified parameters. This is the 7 th edition of the report since its inception in 2009, with the exception of the COVID-19 pandemic year 2021.

India’s diversity, cultural richness, and robust economy, driven by a sizable youth population, make it an appealing destination for both domestic and international strategic investments. India ranks 9th out of all G20 countries, signaling that although the travel and tourism sector is well established, ongoing developments in policy, tourist infrastructure, safety, health, technology adaptation, and environmental sustainability continue to hold potential for improvement. During the G20 Tourism Ministers’ Meet in Goa, the Prime Minister highlighted India’s commitment to tourism, emphasising the development of transport infrastructure, hospitality, skill enhancement, and streamlined visa processes. The G20 presidency in 2023, with meetings held across 60 domestic destinations, allowed India to showcase its diverse tourism offerings globally. Initiatives like the Swadesh Darshan scheme, aimed at developing comprehensive tourism packages for 50 destinations, and schemes like M-visa and PRASHAD for medical and spiritual tourism, underscore the government’s focus. Recent visa reforms, including the golden visa scheme, green residency, and new entry permits align with the tourism vision.

In terms of international tourist arrivals, a total of over 230 million international arrivals were recorded in 2023 in the Asia Pacific region, of which India accounted for 7.2 million. Figure 1 highlights the comparative international arrivals in select countries in the Asia Pacific region. Countries such as Vietnam and China were ahead of India in this aspect. However, the outlook for the tourism industry remains optimistic. According to the WTTC, the Travel & Tourism sector contributed US$1.3 trillion to the overall GDP of the Asia Pacific region in 2022/23. As travel rebounds, this sector’s contribution is predicted to reach US$2.6 trillion in FY 2023. However, the region remains behind its highpoint in 2019. The direct economic contribution of the Travel & Tourism sector in India stood at US$247 billion in 2022, largely driven by domestic travel expenditure accounting for 87% of the tourism spend. Additionally, the industry generated 35 million jobs in 2022/23, exhibiting an 8.3% growth over the last year, with a projected increase to 53 million over the next decade.

India continues to grow and become a prominent tourism destination with the sector contributing 6% to the country’s overall GDP, higher than the average for the Asia pacific region. Figure 2 shows the comparative contribution of the Travel & Tourism sector to countries’ overall GDP.

The Travel & Tourism industry, comprising hotels, airlines, and travel companies, is multifaceted. The India State Ranking Survey specifically focuses on the hospitality sector, using 14 key parameters to identify the best-performing states. These 14 parameters and their assigned weights are:

The United Nations World Tourism Organization (UNWTO) estimates that internationally there were just 25 million tourist arrivals in 1950. 68 years later this number has increased to 1  billion  international arrivals per year.

Every country on Earth has something to offer international visitors, from the pyramids in Egypt to the rain forests of Brazil or the sidewalk cafes of Paris but which countries attract the most visitors of all? Most of the countries with the highest tourism rates are located in Europe, whose rich history, architecture, and cultural influence make it an appealing destination for many travelers. Countries positioned on or near a body of water are also very popular, particularly those that offer a relaxed, low-key atmosphere mixed with beautiful beaches and ocean views.

According to the  World Tourism Organization’s  yearly highlights report, there was a growth of 7% in international tourist arrivals in the last 10 years. Europe makes up 51% of the 1,326 million figure, followed by Asia and the Pacific at 24%. Economic gain through tourism peaked at US$ 1,340 billion, divided up between Europe, Asia and the Pacific, and Americas.

While tourism has picked up slightly in 2021, they still fall far short of the pre-pandemic numbers. Late 2020 projections were hopeful that the industry would be back on track by late 2021, but the ongoing nature of the pandemic has thwarted that optimism. As of late 2021, most estimates do not expect the industry to rebound to 2019 (pre-COVID) levels until sometime in 2023 at the earliest.

The most popular tourist destination in the world for more than 30 years, France offers a myriad of attractions: the Eiffel tower, countless world-class restaurants, the Musée du Louvre, the Palace of Versailles, the Notre-Dame cathedral, the beaches of the Côte d’Azur, and of course, Disneyland Paris. Moreover, the lushly beautiful countryside is full of storybook villages, mountains, vineyards, and the occasional castle. One can even view prehistoric cave paintings in Lascaux. Paris, France’s capital, is the most visited city in Europe, receiving 38 million tourists in 2019.

Foreign tourists arrival up 9 pc, exchange earnings at INR 1.08 lakh cr in Jan-May

Between January and May, India saw a 9.1 per cent increase in foreign tourist arrivals, amounting to 40.72 lakh, with foreign exchange earnings rising by 22.52 per cent to INR 1,08,362 crore. The government has earmarked INR 2,478 crore for tourism, focusing on notable spiritual landmarks, while the outbound tourism market is projected to grow significantly by 2034.
